Show A2 Wednesday, March 5, 2008 Low interest rates help funding of new UBATCUSU building The Uintah Impact Mitigation Mitiga-tion Special Service District earmarked $4.6 million to pay for the Uintah Basin Applied Technology CollegeUSU-Uintah Basin building last week. The funds are in the form of mineral lease bonds locked in at an interest inter-est rate of just over 3 percent last week. This action finalized the needed paperwork on financing the first building on the new Vernal campus. "The rates are so low right now and locking in this rate will benefit the project greatly," said Rob Behunin, district director. Construction began last fall on the ground improvements needed for the new building located lo-cated across from the high school on 500 North. "We are right now playing the waiting game with Mother Nature before we start forming the footers and foundation and then people will start seeing more of the actual building, " said Behunin. Be-hunin. "Even though there has been a lot of sub-surface work going on this winter, it is always better when you start seeing the actual building above ground and that should be soon." Specifications detailing the underpass that will be constructed construct-ed to connect the high school campus with the new higher ed campus will be put out to bid soon. Behunin explained that all the project specifications have been compiled and prepared for bid. This work will be done so that major road closures or single lane construction periods will happen in the summer when the high school is not in session. A request from the the district for $30,000 for the project that will provide an internship to Nick Kenczka, -a USU student with studies in the College of Natural Recourses. "We will use this information to help guide some of the things we do around here in the future concerning public lands use, trails, recreation areas, agriculture, agricul-ture, industry and residential," said Behunin. "This plan should give us a better idea on how to segment the valley for appropriate appropri-ate uses, taking in everybody's interests." The plan will begin in May and will take a year to complete.
