Purpose of Public Notice: The purpose of this notice is to solicit public comment on a proposal by the Region 8 Ground Water Program office of the U.S. Environmental Protection Agency (EPA) to issue or modify an Underground Injection Control (UIC) Permit that authorizes the underground injection of fluid via a Class II injection injec-tion well or wells: Federal 5-4-9-18 2042' FNL& 833' IT FWL SWNW S4, 5 T9S.R18E, Uintah C o u n t y , U T BACKGROUND: The well(s) is for the injection of a fluid, such as water or brine produced during dur-ing the conventional oil or natural gas production that may be commingled with waste water from gas plants which are an integral part of production produc-tion operations unless that water is classified as a hazardous waste at the time of injection or for the enhanced recovery of oil or natural gas. The Federal No. 5-4-9-18 is currently an active Green River Formation Oil Well. Newfield intends to convert the Federal No. 5-4-9-18 to an enhanced recovery injection well to support existing Green River Formation enhanced oil recovery operation. The approved injection zone is the gross interval within the Green River Formation from 3824 feet to the top of the Wasatch Formation at approximately approxi-mately 6020 feet, which includes the Garden Gulch, Douglas Creek and Basal Carbonate Members of the Green River Formation. The injectate will be a blend of water from the Johnson Water District and produced pro-duced Green River water. The TDS of the blended injectate has been analyzed ana-lyzed as 19,974 mg1. No water wells are present within one-quarter (14) mile of the Federal No. 5-4-9-18. Cement records for this well do not show that adequate ade-quate cement was placed in the Confining Zone annul us. Therefore, within with-in 180 days after beginning begin-ning injection, the permittee per-mittee will conduct a Part II (External) Mechanical Integrity test to confirm that the injectate will remain within the authorized autho-rized injection interval. The EPA has made a preliminary decision to approve this Class II enhanced recovery injection injec-tion facility, and by doing so any underground sources of drinking water (USDWs) will be protected. protect-ed.
