REQUEST FOR PROPOSALS TO SELL NATIVE ASPHALT (TAR SANDS) AND OR MIXED ASPHALT Uintah County is soliciting solic-iting proposals to provide native asphalt (tar sands) andor mixed asphalt for use in Uintah County, Utah. The native asphalt must have a bitumen content of no less than 10 percent. The asphalt mix design must have proven history of success suc-cess and be approved by Uintah County Road Dept. Uintah County will purchase an initial 10,000 tons to be used on an as needed basis and would prefer the option to purchase an additional addition-al 10,000 tons or more on an as needed basis. The location or point of delivery of the product must be located within 60 miles of Vernal City limits. Uintah County will pick up material at the delivery location as it is ordered. Vendor must include in its proposal the delivery location and method of loading of the material, and the minimum mini-mum and maximum quantity quan-tity of material which it is willing to deliver. The Federal No. 15-11-9-17 is currently an active Green River Formation oil well. Newfield intends to convert the Federal No. 15-11-9-17 to an enhanced recovery injection well to support sup-port existing Green River Formation enhanced oil recovery operations. The approved injection zone is the gross interval within the Green River Formation from 3480 feet to the top of the Wasatch Formation at approximately approxi-mately 5800 feet, which includes the Garden Gulch, Douglas Creek and Basal Carbonate Members of the Green River Formation. The injectate will be a blend of water from the Johnson Water District Reservoir (TDS 674 mg1) and produced Douglas Creek Member water (TDS 28,803 mg1). TDS of the blended water is 15,250 mg1. No water wells are present pres-ent within one-quarter (14) mile of the Federal No. 15-11-9-17. As the EPA cannot quantitatively identify eighteen (18) feet of 80 bond index cement bond within the Confining Zone, the EPA requires the permittee to conduct con-duct a Part II (External) Mechanical Integrity Test within 180 days following follow-ing commencement of injection to confirm that the injectate will remain within the authorized injection interval. The EPA has made a preliminary decision to approve this Class II enhanced recovery injection injec-tion facility, and by doing so any underground sources of drinking water (USDWs) will ultimately be protected. Therefore, the EPA is serving notice of intent to issue a Class II Permit for the Federal No. 15-11-9-17. A Draft Permit has been prepared in accordance accor-dance with provisions of the Safe Drinking Water Act (SDWA) as amended amend-ed (42 USC et seq) and other lawful standards and regulations. The EPA has made a preliminary determination that all underground sources of drinking water will be protected. The permit will be issued for the life of the well unless modified or terminated. ' This permit, once issued, will authorize the conversion of a non-injection non-injection well or wells to an injection well and operation as an injection well.
