NOTICE OF PUBLIC HEARING Incinerators for Hospital, Medical, Infectious Waste The Air Quality Board requests comment on a new plan and rules to control 'emissions from incinerators burning hospital, hos-pital, medical, infectious waste and which were constructed prior to June 20, 1 996 Federal requirements re-quirements for these sources are found at 40 CFR Part 60 Subpart Ce, which became effective September 16, 1997. States are required to prepare pre-pare a plan and rules to control these sources. Otherwise, the sources are subject to federal enforcement. The federal requirements require-ments anticipate that many operators will find it more economical to shut down the incinerator and switch to off-site disposal dis-posal or alternative methods meth-ods for disinfection. Congress required this in order to protect citizens from dioxins and furans, mercury, cadmium, lead and other pollutants. These are common byproducts of this kind of incinerator, which may be located in residential neighborhoods. The plan and rules specify compliance compli-ance dates, emission limits, lim-its, training requirements for operators, testing and reporting requirements. They include special provisions pro-visions for small rural incinerators. in-cinerators. R307-222 incorporates in-corporates federal provisions provi-sions by reference, provides pro-vides for extensions under un-der specified conditions, and sets an interim compliance com-pliance schedule for sources choosing to retrofit incinerators.
