Vernal FN E 0 To solidify a relationship with Vernal Ver-nal City, members of the Ashley Water Company requested that an advisory committee be established to communicate com-municate water and sewer issues with the Vernal council. Monday the Ashley Water Company was allowed by 7th Circuit Court Judge J. Robert Bollock to withdraw from the Ashley Valley Water and Sewer District, which has been taxing the area about 14 mills and providing no services. However the Ashley area will have to pay back their share of the $4.5 million indebtedness incurred by the Ashley Valley Water and Sewer Improvement Im-provement District which will amount to $25,148 por year, the judge ruled. The area has boon paying $45,000 a year to the AVWSID. People who are against the withdrawl from the AVWSID say that the area will now be a victim of Vernal Ver-nal City because they have no voice in the city, said Richard Millett, Ashley Water Company vice chairman. A formal advisory committee will be the closest the area will come to having hav-ing an actual "say" about what goes on in their area concerning water and sewer services, since Ashley residents can not vote in Vernal City. The Vernal City Council, Wednesday, Wednes-day, was receptive to developing the advisory committee which will be composed of members of the Ashley Water Company and the Vernal City Council and staff. Councilman Jack Seitz authorized Public Works Director Kay Overson and City Manager Kenneth Bassctt to meet with members of the Ashley Water Company to develop the advisory ad-visory committee. "Hopefully we (Ashley) can move towards a self-sustaining system," Millett said. "Some people say we have been paying more into the system than they have gotten out." Mayor Samuel Snyder recommended recommend-ed that Ashley maintain the status of the Ashley Water Company. Don Datty, chairman of the Ashley Water Company said they intend to strengthen the Ashley Water Company with more respresentation from all the people in the Ashley area. The strengthening of the water company com-pany will involve internally restructuring restruc-turing the company so that every person per-son who has a water connection would own a share of the company. Mayor Snyder recommended that the advisory committee give the council Input concerning water rates, management and line extcntions. Dan McKee, Ashley Water Company Com-pany trustee, questioned the council about whether the Ashley area would be allowed to connect to the sewer lagoons now that the area is out of the Ashley Valley Water and Sewer District. Councilman Jack Stagg, also a member of the Valley-wide Sewer Board, said that the sewer lagoons were bult for the entire valley using federal funding. Ashley has a legal right to use them and "I don't know any reason why we would want to stop them from using them," Stagg said. Members of the Ashley Water Company Com-pany admitted that there were people in the Ashley area who were against the area's withdrawl from the AVWSID, but they hope that the advisory ad-visory council will help make the m-ed of the Ashley area known to the council.
