Counties currently receive about $45 per day for housing state felons, according to Edmunds. "That is unacceptable. They should be paying the $55 per day for the contract inmates," Edmunds said. "We should be getting 70 percent of the $77 per day for our contract prisoners." Jail officials attempt to keep between 20 and 30 state inmates in Summit County. The county can house an Utah State Parks and Recreation spokeswoman Deena Loyola said the driver of the ATV is James J. Jacobs, who is in his 70s. Jacobs damaged vertebrae, suffered several broken ribs and was hospitalized after the crash, according to Loyola. Jacobs had two passengers on the ATV when he crashed Jan. 29 at about 4 p.m. Neither the driver nor the passengers were wearing helmets or seat belts, Loyola said. Jacobs was ejected and the ATV rolled on top of him, she added. The man was airlifted to University Hospital. Loyola said the crash occurred near Four Seasons Lane on property owned by the state Division of Wildlife Resources. Jacobs was visiting a relative in the North Summit area, she said. When reached Monday, a hospital spokesman declined to comment about Jacobs' condition. Jacobs was still hospitalized, the hospital spokesman said. inmate for less than $60 per day. For years county officials have asked legislators to increase the reimbursement county jails receive from tjie state. Jails would receive more money if state lawmakers approve a bill proposed this year by Rep, Mike Noel, R-Kanab. If the bill is passed, Summit County could receive an additional $90,000 from the state. "Most jails are not going to recover the whole costs. But what it does is it allows them to keep their operations moving and it certainly is a significant percentage of what the cost is," Edmunds said. Since he became sheriff in 2003, Edmunds said state officials have not reimbursed Summit County for the full 70 percent. A few years ago the daily reimbursement rate increased from $42.50 to $45, according to Edmunds. "There have been some in the Legislature that wanted to back it off from $45 back to the $42.50 mark," Edmunds said. Meanwhile, if Noel's bill is approved county jails could also receive more funding to support inmates who are incarcerated because they violated a condition of their probation. "When they are put into our jail we have said that those are state inmates and we should be getting compensated for those," Edmunds said. "We don't get reimbursed for those inmates at a very high rate at all. It's miniscule."
