Michael Martin, a representative for Quinn's Junction Partnership, said in a prepared statement April 25. "We would like to see a mixed use that would include a motion picture and television studio. We have an exclusive agreement with Raleigh Studios of Hollywood, Calif., and are currently studying the area." Purportedly one of the largest independent film companies in the United States, Raleigh has California production facilities in Hollywood, Manhattan Beach. Playa Vista and Sylmar. The company also operates studios in Baton Rouge, La.. Orlando, Fla., Charlotte, N.C., and Budapest, Hungary. The military wants to replace a small Air Force ski lodge that was demolished at Snowbasin. Local officials have suggested the Air Force build on property available in the Lower Village at The Canyons, a request the military rejected. "You never hear Park City or Summit County complain about traffic congestion on [State Road] 224 near the entrance into The Canyons, if the Air Force hotel was built there ... Given the two choices, I think Quinn's is the better alternative," Martin said. "We've heard estimates that there will eventually be 3,200 rooms at The Canyons even without the Air Force, and yet it isn't 15 percent built out, and S.R. 224 is in total failure and a traffic nightmare." Parcels at Quinn's Junction and The Canyons are among nearly 20 sites examined by the Air Force as possible locations for a Park City resort, according to Department of Defense officials. A state law that takes effect this year would allow private landowners at Quinn's Junction to skirt tight local zoning ordinances by partnering with the Air Force to develop their property under the Military Installation Development Authority Act. Council decides on salary By PATRICK PARKINSON Of the Record staff The Summit County Council suggested Wednesday the new county manager receive an annual base salary of between $110,000 and $147,000. The manager can also receive up to $20,000 for moving expenses, but the position should not include a monthly housing allowance, Summit County Councilman Chris Robinson said. Military officials say they're interested in building the resort at Quinn's Junction. But the east entrance into Park City is not a good location for the project because traffic is already terrible on State Road 248 and planners intended for most of the area to remain as open space. A landowner at Quinn's Junction says he is in talks with the Air Force about building the hotel alongside a movie studio near the Park City limits. Involved in the discussions is Raleigh Studios and Raleigh Entertainment, a California firm that produces television shows, movies and commercials. The studio, which helps produce "CSI: Miami" and "Boston Legal," hopes to partner with the military and Quinn's Junction Partnership, which owns the property at Quinn's Junction. According to Summit County Councilwoman Claudia McMullin, "I think we should specifically say no housing allowance." However, guaranteed severance pay is a must for attracting bright candidates, Robinson said. "A bonus, I think we need to leave as a negotiated point," Robinson added. "It's on the table for discussion." The county will fund travel expenses for the manager for two visits to Utah to look for housing and research schools if necessary. Compensation for the manager, a powerful position that will oversee the executive branch of county government, was compared to simi- lar positions in Teton County, Wyo., Clark County, Nev., Pitkin County, Colo., and Summit County, Colo. Tourism dominates the economy in the other counties, as it does in Summit County. The base salary for government executives in the 15 comparable entities averaged $131,000, according to a report from a committee appointed to recommend a compensation package for the county manager. The panel suggested the county manager earn no less than 15 percent more than the highest paid merit employee in Summit County, who is David Thomas, the county's chief civil attorney, who earns $118,798.
