While its "population" is not permanent, the jail community does have to provide food facilities, educational and special service staff, medical equipment and personnel and, obviously, intense law enforcement coverage. Considering the jail inmates and the legal ramifications, the operation of the Davis County Jail cannot be 1 left to amateurs or those untrained in total criminal justice. The correctional correc-tional staff is specially trained for the jail environment, one that is especially stressful due to overcrowding. (The voter-approved Davis County Criminal Justice Complex, due to open within budget in early 1991, will alleviate the crowded conditions by more than doubling the number of inmate beds. A few facts about the Davis County Jail: The jail has contained several prominent crime figures, including both of the Hi-Fi killers and Marc Schreuder, the young man convicted of killing his grandfather Franklin Bradshaw. (You might have seen the TV movie At Mother's Request). However, the vast majority of inmates are serving less than one-year sentences for Dili's, assaults, burglaries, drugs, sex crimes or failure to appear at their trial. Some 90 of the inmates are males and 80 of the inmates crimes are related to the use of alcohol or drugs. Due to the increase in repeat offenders, judges are tending to give i longer sentences which, combined with the growing population and urbanization of Davis county, has led to a steady jump in inmates. Overcrowding especially exists on I week-ends and the late summer ! months. With our use of volunteers for special services, the cost of housing an inmate is a low $34 per day, much lower than the national average. Since the inception of the GED educational program last November, 15 inmates have successfully acquired their diploma and of this group, not one has been convicted of a repeat crime.
