Show Self perpetuating Few people would turn down $50,000 and so why should we expect differently of the Steering Committee, of the FCAG. In fact, we are strongly in support of the concept of Industrial promotion In the ! Five County area, which is what they bought along with the $50,000 funding. So shy, or what is there about this seemingly lnnoculous program thatgravels this writer to the core? Certainly It Is not that the SteerlngCom-mlttee SteerlngCom-mlttee accepted the $50,000, because even though Its tax moneys, if they didn't take It, somebody would. And no one is a stronger supporter of Industrial development develop-ment In the Five County area than this writer. What grates on us Is that this is nothing noth-ing more than a small example of what Is wrong with government bureaucracies In this country. That Is that they tend to perpetuate themselves, and each other. When the prospect of MX was thrust upon us, the four counties most affected j formed a group to deal with it. It was called the Four County MX Policy Board. Naturally, with the many problems associated as-sociated with the anticipated MX Growth and funding from the Air Forces, there was need for the board to have an office and staff. ; We've no quarrel with that office and staff.Posslbly It could have been more efficient and cost effective. But then considering con-sidering the urgency of the situation, it could hardly have been expected to account ' for every paper clip. No, our quarrel Is not with that office. But with MX dead, at least as far as Utah Is concerned that office is no longer needed. It is scheduled, to close Dec. 31st, and has only remained open the past months to complete contracts committed before the President made his decision. But this latest move seems to be an attempt by state and federal agencies to perpetuate that office and the staff. That Is just what is the matter with federal government, and to some extent, state government. Once an agency is established estab-lished it never goes away. When the job Is finished, they just look for new funding, and stay on the job, even if there is nothing to do. The justification Is that It would be a waste to disband an efficient organization, so just keep them on tap In case you need them. Phooeyl How long did it take to put that efficient organization together In the first Place? Bet we could do it again in half the time . Secondly, we believe there is no need for another FCAG Office in Cedar City. There is adequate room in the present AOG Offices in St. George. If the Steering Committee wants the AOG Offices in Cedar City, then move them. But lets don't add to the bureaucratic expenses by maintaining maintain-ing additional staff when likely much of the work could be handled by present staff, if they were all under the same roof instead in-stead of 50 miles apart. We've got no real quarrel with Ralph Starr, but we have a definite hang up in the implication that he came with the $50,000 funding if we got it. Why wasn't the job advertised as usual, and the best qualified person selected? Thirdly, how far will $50,00 go toward promoting industrial development in five counties. Should Milford put their industrial park In the hands of the FCAG, or should they go ahead and have their own marketing market-ing agent? If we do go with the FCAG, will we wind up with a big bill to complete the project, after the present funding runs out? Given the same alternatives as the Steering Steer-ing Committee, we probably would have made the same decisions, and hoped for the best. But we certainly don't like it. "RED" |
