They will use Air Force figures for both the main base, and secondary base, with a general location between Milford and Beryl. Many of the figures will be taken from the Alton Coal Study, and the Alunite study, with new population figures from UPED (Utah Population Popula-tion and Economic Development) Develop-ment) as soon as they are released. About three projections pro-jections will be run, and when the, base location is designated they will be able to pop the right figures figu-res in and be fairly close with population distribution to the nearby communities. Then by inventorying existing ex-isting facilities, and adding add-ing additional facilities to take care of growth they can determine the new facilities needed to take care of the needs for MX. Among those items to be included will be land use in the impacted area, ordinances, ordi-nances, codes, housing, sewer, water, health and utilities. uti-lities. Some of the costs will be borne by the state, mainly for work by state agencies. Some will be jointly joint-ly financed, and some local. Coordinator Starr said he had received a bid from the FCAG (FiveCountyAOG) of $60,000 to complete the study and print it for Beaver Bea-ver and Iron Counties, and the Enterprise Area If it's determ ined that it will be im -pacted. He was authorized to approach the 6 County AOG to do a partial study on Milferd and Juab Counties. Coun-ties. Contracts from both AOG's are to be presented at the next meeting, and price will be negotiated then. Starr said the white paper l on funding will be completed after the election and is being held up for the UPED population popu-lation figures. He said $1.5 million has been approved for Utah in the next fiscal year starting in April. He presented a copy of the Military Construction Authorization Act, stating that it provides for state and local cooperation in assessing as-sessing impact and the problems and needs of communities com-munities affected by construction con-struction of major new military mili-tary facilities. The act is In relation to MX and the Trident Tri-dent East Base in Georgia. Attempting to target key MX issues Starr said, the typical 608 impact funding as used in Kitsap County Washington, on the Trident Base, is no good. Funding must pass through all the domestic agencies, and there are at least 26 criteria that must be met in each case. While it was recognized that a super fund might not be accepted, and would need Congressional authorization it was decided to try for it anyway. Comm. Johnson noted that the State MX working work-ing group had already been designated as the A -95 Review Committee on all MX projects, local and state. First would be to have all MX impact funding handled through a single agency, rather than through the many federal agencies. This way a single sin-gle set of criteria would be needed, and all funding would be approved by a single agency. Last he said they should try to streamline the 608 program.
