There will be some new rules and regulations this year. No children under six will be permitted unless accompanied accompan-ied by an adult. Other regulations regu-lations will be in next week's NEWS. City Police have been authorized to issue tickets to those not complying with the new ordinance on keeping keep-ing the alleys clean. Attorney Kanell has been given the power to condemn the Main Street Apartments. The bid of Carlos Hjorth, of $7,227.55 was approved, for a new gas tank at the Airport, to comply with Chevron's standards. Helen Duffy and Sheldon Albrecht were approved to attend the Utah State School on Alcoholism, June 16 -19. Several irate citizens appeared ap-peared to protest the dog and cat nuisance at a local home. The Council instructed the Attorney and Marshall Hannah Han-nah to proceed with legal steps to abate the nuisance. Ordinance 18-80 was adopted to create a Special Improvement District. See legal notice elsewhere in this issue. A report from the EDA was received, indicating that the Industrial Grant will not be processed further until after October 1. Questions are now being raised in some quarters about the effectiveness of the MX in a non-SALT II situation and concerns are also being expressed about the environmental impact of the system. It has been my feeling that, with or without SALT II, the MX missile deployed in an MPS mode has inherent in-herent resiliency that offers of-fers a means of responding ' successfully to large increases in-creases in the threat. If it cost us no more to respond res-pond to increased threats than it would for the Soviets to deploy them it could dissuade dis-suade the Soviets from making mak-ing the very substantial expenditures ex-penditures to field such threats. A program to deploy an MPS ICBM system can add, in a timely manner, to the survivability, endurance, and capabilities needed to m aintain the credibility of the ICBM element of the Triad and thus' to the Triad as a whole. I realize that there are, inevitably, environmental problems that accompany a deployment of this magnitude; magni-tude; however, there must be a balance between the needs of national security and environmental en-vironmental issues. I would want to be assured that your Administration will take the lead in educating the citizens in the local deployment areas as to the compeling need for such a system, as well as assisting these areas in minimizing the possible adverse ad-verse environmental and economic impact resulting from deployment of theMX. Because of the paramount importance to our national security, I have scheduled a committee hearing on the status of the MX program. I would welcome a response from you to the points I have raised in this letter. I look forward to your response res-ponse on this curcial subject. I think all the . points you make are excellent, excel-lent, though I would add two more. First, MX is needed not just to preserve our own national na-tional security, but also to preserve the security of our friends and allies. We depend on them to help maintain main-tain an adequate balance of conventional forces, and they must depend upon . us to maintain an adequate balance of nuclear forces. Second, while the MX system sys-tem we are pursuing remains the best choice even without SALT, I believe SALT process pro-cess will continue. Thus, you should not lose sight of the positive impacts that MX will have for that process. pro-cess. It will demonstrate to the Soviets that their pursuit pur-suit of strategic superiority superior-ity is fruitless: it will set a good precedent with res -pect to verifiability for mobile mo-bile ICBMs and it would allow al-low reductions in the numbers num-bers of launchers without reducing survivability. As you know, last week I sent several of my most senior officials to Utah to explain the need for MX and to discuss ways to fulfill ful-fill my recent pledge to mi. nlmlze the adverse environ-mental environ-mental and economic impact of MX deployments in that general area. These efforts will continue. MX does involve sacrifl. ces, but defending our free-dome free-dome always has. Deterrence Deter-rence works for all of us or for none of us. As an appreciation of these basic facts increases, and as we identify and put into motion specific plans for dealing with potential adverse Impacts, Im-pacts, I expect growing support sup-port from the likely de. ployment areas.
