SPENCER SELECTED FOR ADVANCE STUDY STUDY PROGRAM El von H, Spencer of Glen-dale, Glen-dale, Utah, has been selected select-ed to participate in a unique uni-que work and study program of public financial management manage-ment conducted by American University of Washington, D.C., for the Farmers Home Administration (FmHA), a rural credit agency of the U.S. Department of Agriculture. Agricul-ture. Mr. Spencer served as FmHA District Director for Nevada with headquarters at Reno from April 1976 to July 1977. He joined FmHA as A ssistant County Supervisor in Richfield, Utah, in 1962 and later served as County Supervisor in Vernal, Utah and Beaver, Utah. Mr. Spencer attended the College of Southern Utah (now Southern Utah State College) Col-lege) at Cedar City, graduating grad-uating from the two-year program with honors in 1958. He completed his education at Utah State University, graduating with honors in 1960. Active in social and civic organizations, Mr. Spencer served as treasurer of the Uintah Basin Junior Live- |
