(Ted) Moss said recently. Speaking to a meeting of the Utah Water Users Association As-sociation at Utah State University, Uni-versity, Moss referred to the Federal Energy Administration's Administra-tion's (FEA) water evaluation evalua-tion in the "blueprint for energy independence". "It is clear from this evaluation," eval-uation," the Senator observed, observ-ed, "that the fuel resources of the Colorado Basin cannot can-not be fully exploited without with-out additional water." He also cautioned, however, how-ever, that increased industrial indus-trial use for energy production produc-tion cannot be allowed to take place at the expense of agricultural agri-cultural and municipal usage. us-age. Moss said the FEA report recommends two possible new sources of water -inter -basin transfer and weather modification. The Senator said cloud seeding and other weather modification techniques tech-niques are showing real promise, but cannot be expected ex-pected to solve the west's water problems. He said inter -basin transfer trans-fer of water and even planning plan-ning for it is currently prohibited pro-hibited by a 10-year moratorium mora-torium instituted in 1968. "I would like to see that prohibition removed at once and I will propose Its removal re-moval as a condition to any energy legislation submitted by the President dealing with the energy independence program," said Moss. "We haven't begun to use the sun and the wind as we should," said Moss. "It seems to me that any nation which could put a man on the moon in less than a decade of guided, well -managed effort, ef-fort, could use that brain power to design and conduct an energy program with a wide enough spectrum of techniques and approaches to solve the energy problem. |
