(The Signpost photo: Clark Hurd) Faculty promotions approved By Jill Titensor Managing Editor Several faculty promotions were approved at Weber State's Institutional Council yesterday morning. WSC Vice President of Academic Affairs Robert Smith described it as the "largest crop of recommendations for promotion in the last nine years. . . . That reflects a wave of hiring in the early 80's" WSC President Nadauld said these promotions will involve a commitment of college resources for 30 years. "We do not recommend these lightly There is a great deal of review." Consequently, he said all of these newly promoted faculty are highly qualified. In Inside ... "This represents an awful lot of talent and ability," said Richard Myers, Insitutional Council chair. The council was also presented with plans to repair parking lots on campus. Lots A-2, B-l, S-2, B-7 and R-l will be receive patching and overlay. Also, awaiting approval are plans to gravel and grade a new lot east of the reservoir so it's an all weather lot. According to Garth Welch, executive director of Business Affairs, repairs on the access road to Lot A-10 will begin as soon as school is out so as not to interrupt access to the lot. Progress is being made on construction of the new gymnasium. The masonry wall installation is continuing, the roof structure for the main building is near completion and the south playfield sprinkler system is being installed. According to council member Morris Hansen, the playfield should be seeded in the next week or two. "That particular project is going very fine," he said. When presenting the WSC Financial Report for March 1989 council member Fred Ball pointed outan increase in the investment balanceof nearly S2.5 million. Hesaiditwas "probably the biggest increase as long as anyone. can remember." Court says Initiative 'A' not a referendum By Jill Titensor Managing Editor The AS WSC Supreme Court, Tuesday afternoon ruled that Initiative A is an initiative and not a referendum. The case was presented by Non-Traditional Senator Daniel Alsup and the Court found in favor of the defendant, Academic Vice President Jim Puffer by a 4-0 vote. According to Supreme Court Justice Jimmy Summers, the court ruled 4-0 on two counts. First, Initiative A is an initiative, not a referendum. And second, an initiative has to be passed by a majority of the student body membership. Alsup said this is "probably the most important issue that students are looking at this year mainly because it deals with everything. Based upon the court's ruling, the students have no power over student government because an initiative would be impossible to pass. They can check the Senate with a referendum which is reasonable but they have no power to initiate any action of their own." The Court suggested that the Senate should consider rewording the constitutional definition of referendum to clear up any misconceptions with the Court's belief and interpretation that referendum is defined as "the process of referring to the electorate for approval of a proposed new state constitution or amendment or of a law passed by the legislature." Alsup interpreted this as, "A referendum according to the Supreme Court's definition is repealing something that has been passed by the student government. It's not implementing something that they failed. Implementing something that they failed would be, in their terminology, an initiative. "That terminology isn't in our constitution," Alsup said. "I don't know where they get their interpretation from, but it's not from our constitution." The Court's definitions of referendum and initiative are taken from an outside source a book on constitutional law and definitions. Article VI Section 2 of the ASWSC Constitution defines a referendum. It states that "any action by the Senate or by the ASWSC President must be submitted to a vote of the general membership of the ASWSC. A majority of those voting in a general election shall be required to nullify the action outlined in said petition." School District. "I feel very confident, but it's easy to be confident when you don't know what you're in for," she said. "I see a lot of hard work ahead." Markland is a senior with a communication major and an English minor. She comes to The Signpost with an impressive list of experience. She was a technical writer and copy editor with The Vanessa Ann Collection publisher in Ogden, a free-lance writer for the Ogden Standard-Examiner, editor of the Leisel Wavment working as secretary at The Signpost for almost two years and is a junior majoring in psychology with a communication minor. "I'm looking forward to an exciting and productive year," she said. Johnson is a freshman pursuing a communication major and an art minor. She has a long list of typesetting and layout experience to her credit. "This is exciting," Johnson said. "I love this kind of work."
