The campus Security Department reports that improper parking in faculty areas is the number one offense. Other major violations include parking in unmarked areas, failure to display a parking decal, and backing into parking stalls. As of Nov. 1, about 1200 violations were issued by the department. Fines range from $2 to $10. When a car owner gets a ticket he can either pay the fine within seven days or appeal the violation.To appeal a violation, the owner must put up bond at the security department office, 4040 Tyler Ave., within seven days. He may make an appointment to make appeal in court or simply appear in court at the designated time. Security Department officers encourage a car owner to make an appeal if he thinks he has received a ticket unfairly. Appeals Court is held bi-monthly in room 208 of Building Two. The court has a committee of six members, with Dick Rogers as chairman. The faculty and staff members are chosen by the college administration. Faculty members are Mr. Rogers and Steven Moss while Steve Bennion and Lyle Richins represent the college staff. Winslow Hurst and F. L. Chase, student representatives on the Committee, were appointed by the studentbody executive council. Weber State hired a full time security officer for the first time in September 1964 because of an increase in campus traffic, student enrollment, and on campus housing. The college now has three full time officers. Capt. William E. Carver was the first officer on campus. He was an officer with the Ogden City Police for eight years. Bill "Sandy" Sandstrom began a night shift in 1965. George Lindstrom, was recently put on full time after part time employment with the office. He has been with the Ogden City police for 21 years. The Security Department believes the extra officers give the campus better police coverage at all hours of the day and night. Their main job is to control traffic and safety and to enforce campus traffic rules and regulations. A special check is made at night on all buildings and dormitories to make sure they are locked. The Security Department operates on an annual budget of $23,555. This pays for salaries, equipment and a secretary, Delene Blake. Capt. Carver hopes to obtain another car in the near future. The department now has a 1963 Ford and a Cushman scooter, which "already has paid for itself," he said. So far this year 5,280 decals have been sold by the department. Last year 6060 decals were sold to faculty, staff, and students. This year's figure, however, should equal or better that of last year, according to the department.Parking decals now cost $2.50 per year. The fee was only 25 cents in 1964. Carver noted that parking fees at Utah State University are $7.50 per year and $15 at the University of Utah. "As the master plan is developed, students will eventually be assigned to a parking lot," Carver said. At the present time, the campus has parking space for 3,780 cars. The Ogden City Police usually assist the campus off icers with another three cars and officers for expected large crowds at football and basketball games. "The city has been helpful in assisting us," Carver said. The department uses radio control with the city police whenever extra help is needed, he said. Winter Quarter is the worst time for traffic accidents. The department reminds students to take precautions for bad weather driving.
