More significant, probably, than the assignment itself was the wording of the formal order to General Chaffee, Issued by Acting Secretary of AYar Meiklejohn, directing him "to take command of the troops ordered to China," and to proceed to Tekin by way of San Francisco and Taku, accompanied accompan-ied by two aides.
