Show MIS 41 44 N bens ogden feb 8 utah a highway system which will receive federal aid as outlined by the state highway corn com mission can be completed in thirteen years it if the present proportion ot of fed eral aid Is given along with the same amount of state funds this was the declaration of B J finch dist brict engineer of the united states bureau of public roads before the ro tary club at noon today at the weber club in part mr finch said the system as proposed by the state highway department comprises a total of 1650 miles of this about miles has been surfaced with concrete or asphalt and it is likely that about miles more will need surface this leaves 1360 1350 miles on which a cheaper type of road will be satisfactory tor for som years to come ahat does this mean in terms 0 money and time suppose that the miles of road will cost 25 per mile and the remaining 1350 miles 10 per mile the total cost of completing such a system would be 14 an annual ampro privation pria atlon tion of 75 a year for federal aid would give the state of utah about each year this with the funds which the state IN must raise to match the federal funds would give a total for each year bt of 1 1140 tor for conduction cont ruction of hew roads at this rate it would take about thirteen years to complete such a system the cost to the state for construction would be abo abbit it 09 0 0 0 a 4 year this system of roads must be maintained both before and after construction allowing a A mile for maintenance of the 1650 1660 miles in the system we would have an of the total cost it year to the state would be the sum suin of the construction st maintenance and overhead costs approximately it a year the state board of equalization has prepared a statement showing that in 1921 there was raised by taxation tn in the state 2 for road durpos es 0 so that the program outlined above would use annually only about one third the amount now raised for road purposes leaving the other two t thirds tor for maintenance and construe tion of roads not on the system at the end of the thirteen year period we would have a system of 1680 miles of completed road which would serve at least SO 90 per der cent of the of the state this auald ua ue a without ad dit lonal ional bond issues and without increasing the tax burden in ill fact by a proper organization of the work it is probable that the tax rate tor for road purposes could bs be materially de ed the program outlined above has his one main condition upon which the whole Is based that Is the ance of federal aid in road building measures now before congress pro pose an annual appropriation of a year tor five years ai al though there Is r some indication that this appropriation gb will be cut to 76 75 per year this last figure is the one used in the above program I 1 tribune |
