atmosphere with a strange mingling 42 of regret and new hope we have seen world passion spend its fur but we contemplate our republic unshaken and hold bold our civilization secure lib erty liberty within the law and civil are inseparable and though both were threatened we me find them no now secure and there comes to americans the profound assurance iss urance that our representative government Is the high est expression and surest guaranty of both standing in this presence mindful of the solemnity of this occasion feel ing the emotion emot lon which no one may know until he senses the great
