Show HILL MEETS washington sept 21 the execl executive committee of the american association of state highway officials lit session here today adopted a resolution In dorsing the chamberlain good roads bill now pending in congress it if this measure Is enacted it will make an appropriation of a year tor for tour years tor for cooperative highway construction ira R browning drowning state road engineer of utah who attended the session was instrumental in bringing about the adoption of this resolution mr bir browning urged indorsement endorsement Indor of the bill not alone because of the appropriation but because this bill carries a new basis of state cooperation which will be more liberal to the public land states than have been the allotments under previous road laws at present the states and the federal government go fit fifty ty afif fifty ty on roads built under the cooperative plan under the chamberlain bill public land states will receive allotments which are government ownership and therefore not taxable under this plan utah instead of paying 50 per cent of the cost of cooperative road work would pay approximately 25 per cent in recognition of the fact that virtually three fourths of the states area Is in government ownership another provision of this bill supported by mr air Broo browning ning and by the conference was the paragraph which gives the states two years from the date of allotment in which to make use of federal road funds As the law now stands these funds must be used within one year the conference also went on record as favoring the construction under cooperation of highways of national rather than of local importance imn Imri ortance the idea being to complete the trunk lines before entering upon the building of feeders it developed at the conference that officials of the public roads bureau are favorable to the chamberlain bill and those attending the session are inclined to believe this legislation will also have the indorsement endorsement Indor of the secretary ot of agriculture this afternoon the road officials met ith a delegation representing manufacturers of auto trucks and two hours were spent in discussing a plan for bringing about uniform regulation ula tion by the states state ii of truck loads it was the opinion of all rod experts that heavy trucks and overloaded trucks do more than all fill else to destroy the highways and that while this Is frequently due to the tact fact that road construction is too light it more often Is due duo to excessive weight of loaded trucks using the highways truck manufacturers contended at first that the main blame lies tin on the road authorities the charge being in made that roads are not being bull built t sufficiently heavy to handle present day traffic while no definite conclusions were reached some progress was made and another conference Is to be held in december when both sides will be fortified fortl fled with data A serious attempt will then be made to get an agreement upon which the states tat es may base bass their load regulations A further conference ot of the federal highway officials and representatives of state roads commission will be held hold in th washington december 8 at which time steps are to be taken looking to the classification of high ways with a view to their designation bior tor future cooperative improvement in the event congress makes a new appropriation tor for road construction class A roads it was agreed today should be given preference during his stay in washington mr air browning secured from the govern i ment a definite allotment of sufficient sixty five pound rail to build a quartz ermile er mile mlle spur which will connect with utah state gravel pit at the point of the mountain with the railroad at mount blount junction he heretofore having been two locomotives in addition he was three throe quarters tit of a it mile of twenty five pound rail 1600 metal ties four sev soy en and a it half ton whitcomb gas locomotives and sixteen flat cars all tor for use in connection with public road construction in ili utah these piles are to be shipped to utah from government storage in ili the immediate future salt lake tribune |
