candi dacy I 1 hand 3 ou herewith the following statement of my position on some of the leading issues of the day I 1 believe th people of the state are entitled to know ex acely what candi lates for office stand for and T think an all out spoken and frani franl avowal by each candidate is in accordance eiith the basic principal pl s of democracy it is only by this means tha that the utmost confidence can be established beti between Neen the people wh nho are served and tl ti e public officials who may serve them I 1 tak take pleasure therefore in submitting the following TAXATION in the in ater of taxation the democratic doctrine of equal rights to all and special privileges alleges to none can and must be exemplified in the assessment of property for tax atlon and if elected I 1 will N ill do everything in my poin power er without subterfuge or evasion to make this principle effective I 1 have no hobby in the way of ren revenue denue legislation 1 I simply demand that all property 3 regardless of class or ownership be compelled to bear its just proportion of the tax burdens I 1 AM OPPOSED TO ANI SPECIAL LAW FOR THE TAXATION OP MINES OR ANY OTHER CLASS OF PR PROPERTY our laws lanns provide that the assessment of all property shall be based on its full cash aluc I 1 believe that this law lau should be fairly and firmly enforced my official record shows that I 1 have always fought for a higher rate of valuation on the property of the big mm min ing companies and railroads and I 1 do not think these companies are paving too much taxes at the present time PUBLIC institutions I 1 believe that every state and public institution should be conducted along economic lines and that special audits of the financial affairs of each institution should be made at frequent intervals to determine not only how hovi ho vi much money is being spent but iN whether hether or not the greatest effi lency is being realized on the expenditures made I 1 do not think that an political machine should be built up b by y reason of patronage within the unions of the state and if elected governor of arizona appointments will be made to state institutions which will be based upon merit and ability ROADS it appears that the cost of construction of state roads p under the present prison policy is too expensive aside from this my opinion is that there are many citizens of the state who could be profitably employed upon the highways both to the advantage of the state and them seli ea es and who r f are now displaced by prison labor I 1 believe the load system of the state should be ex tended as rapidly as conditions will justify and it will be my aim if elected governor of arizona to encourage in en aery ery way N ay the construction of state highways and neigh boyhood roads in order that the actual residents of the state may be enabled to reach one another and transact their business by means of good high highways ays LIVE STOCK INDUSTRY the live stock industry is one of the most important in the state and the money annually realized from the sale of live stock and its products and circulated freely throughout the state tends to stimulate all branches of trade I 1 b geye that all laws enacted for the protection of this industry should be enforced and that liberal I 1 bounties should be paid tor for the destruction of predatory 1 ild ani malti 1 THE NATIONAL GUARD an efficient national guird is absolu absolutely essential to the safety ind protect on oil of the whole people I 1 bele bellei a that the state guard shoals be placed on an effect effective iNe foot ing and to this end eney ene ee y encouragement should be ex e ten led to oui oin young men mer to enlist and cooperate in build ing up the organization in order to maintain in efficient national guard it must not be used as a political machine NATIONAL FOREST AND INDIAN reservations I 1 believe that as rapidly a as possible the land not actu ally needed for indians and foiest reserves in the state should be opened to settlement and if elected governor of the state I 1 will use ma o 0 influence toward that end some of the state s best land is embraced embi iced aced within indian reserva a eions and is valueless to the indians the same can be said sail of the forest reserves I 1 especially advocate ite the of II 11 R no recently introduced by honorable carl hayden in the at ional congress which will enable citie IH to acquire mineral land within indian reservations I 1 believe that proper laws should be enacted to enable the investment of capital in water storage systems along the hundreds of streams flowing from the mountains aud and now sinking into the desert sands I 1 especially advocate taking advantage of the pr visions of the national carey act as well uell as the opening to set of the vast area of now barren indian lauds lands sit dated near parker on the colorado river ECONOMY I 1 belie behee believe ve that the glae Goen ament ment of the state of arizona is costing too much and that the people are paying 0 toe toc much taxes I 1 know that while land is not producing any tiny more today than it was ten years ago taxes are several hundred per cent higher this is discouraging not only to men who hae haae to pay the taxes but to the man who may be invited to invest his money in the many men merl propositions that are offered within this state A low tax rate is the best advertisement ad erti that a community can have and if elected governor of this state I 1 will en deavor to the best of my ability to demise denise mays and means to the end that the burden of taxation upon the people may be reduced and the state be given a business administration LABOR I 1 am in favor of c aery ery man and particularly the man who labors with his hands realizing the fullest extent of the rewards which should be his by reason of his daily toil I 1 believe that the relation between employer and em aloye should be placed upon a high plane of mutual un standing der and that the offices of the state might well be employed employ eil toward assisting and encouraging the greatest mutual interest and good feeling between these two classes which mean so much to the state I 1 trust that the above aboe statements which I 1 have at tempted to make frankly and without reserve will indicate to the people of arizona my attitude upon all questions discussed herein it is not possible to cover in a general statement all of the questions that may arise during the campaign n but I 1 wish to say that 1 I ha hav have v e always
