spring ring when Congress threatened a drastic cut in appropriations ap ap- ap apI I However this thi was soon cleared up and the program moved rapidly ahead I The pooling plan whereby farmers and ranchers in a community pool their earning power seer for the benefit of a pro prO pro- project has been one of the j tices practices encouraged To date there has been more interest shown in these community projects and more benefit received from them than from any other phase of the program There were 12 pooling agreements in operation I throughout the county during the year affecting farmers
