L Howard state director conducted the meeting The proposal was given to reduce the number of offices designated as district offices from eight to four and expand the areas to comprise only four areas NO OFFICES will be closed in inthe inthe inthe the move but a would be made as follows 1 1 The Northern District Salt Lake District would provide the resource staff skills operations support and administrative staff support throughout the District The existing Vernal District Office would be redesignated as a Resource Area Headquarters and staffed for the area management responsibilities of two resource areas 2 The Southeastern District Price District would provide the resource staff skills operations support and administrative staff support throughout the District The existing Monticello District would be redesignated as a Resource Area Headquarters and staffed for area management responsibilities The Moab Resource Area Headquarters would continue 3 The Southwestern District Cedar City District would provide the resource staff skills operations support and administrative staff support throughout the District The existing Kanab District would be redesignated ted as a Resource Area Headquarters and staffed for area management responsibilities of two resource areas The Resource Area Are Headquarters at Escalante and St. St George would continue 4 4 The Central Headquarters would be established at Hanksville TilE TIE FOLLOWING beneficial results are expected from the approval and implementation of proposal 1 Federal State and local governmental relationships will willbe willbe willbe be enhanced Data collection and planning on the basis of county lines will make the Bureaus Bureau's data and planning efforts compatible with data and planning efforts done at the county and multi county level by county state or other Federal agencies Local coordination and cooperation will increase 2 the ground management management management man man- will be maximized maxi maxi- 43 percent of the current staffing level in Utah field offices is devoted to the on-the- ground management as defined in the Study Report With the recommended change in structure that same staffing level would result in 50 percent of the available manpower devoted to the on-the-ground management and with staffing level increases the percentage of the on manpower would increase even further 3 Program support staff manpower r requirements will be minimized while the breadth and quality of that support will willbe willbe willbe be enhanced Consolidation of existing program positions permits the reduction in their overall numbers while adding some new professional level skills not currently available in District Office staff skill mixes 4 Field office locations will provide good access to the public adequate community services to Bureau employees good transportation access maximum opportunities for coordination at a field office level with other governmental units and utilize previous Bureau and other-agency other investments in facilities Nearly all of the communities provide these opportunities and benefits Bureau- Bureau owned facilities in Kanab Price and Monticello will also be fully utilized 5 The field organization will have a high level of consistency in terms of structure and workload potential All Districts will have the same organizational structure which conforms to the Bureaus Bureau's standard District Office organizational structure Each District will have within its boundaries significant energy and mineral resource development potentials large recreation grazing and wildlife program bases and other program aspects essential to a balanced program and full use of the new District Office skills mix 6 The ability of the State Office to provide management leadership and program coordination will be enhanced The span control and span- span attention of-attention focus of the State Office Staffs will be reduced from eight to four Districts 7 District boundaries will be reasonably related to a balance of national resource lands surface acreage and program demands Current District surface range from a alow alow alow low of acres to a high of acres Under this proposal me Districts would range from acres to acres with an improved program balance as aswell well 8 The proposal can be implemented without drastic alteration in major Bureau systems organizational standards standards stand stand- ards or personnel management programs 9 The proposed organization structure has the ability to accommodate growth The current field organization staffing consists ot of permanent positions The proposal provides for fOl better utilization of those positions as aswell aswell aswell well as the planned utilization of additional permanent positions without organizational change Written comments and suggestions for formal input into the proposal review process should be submitted prior to February 5 concerning the proposed
