J c 1504 t h I I I CE CEDAR TY ND I L LESS THAN II I tray I SAN P fc I I GE Sf eT GEORGE I road Off vehicle use on forest discussed road Off vehicle travel is a legitimate recreational use of National Forest lands provided it does not result in environmental environmental environmental en en- damage or cause conflicts with other activities stated Regional Forester Vern Hamre during a recent meeting of the Utah Wildlife and Outdoor Outdoor Out Out- door Recreation tion Federation in Salt Lake Lak City During a panel discussion on The F Future ture of Road Off Vehicle Travel on Public Lands Hamre outlined Forest Service policy on on the use of ORV's and explained that travel plans are are re now being completed for Forest in the n Region This effort stems from froma a 1972 Presidential Executive Order directing all Federal managing land-managing agencies to designate areas and trails where the use of ORV's would be permitted or restricted PROPOSED TRAVEL plans for Utah's National Forests were made available for public comment and review last fall Comments are now being analyzed by each Forest Supervisor for use in developing a final plan Hamre reports that December 31 1976 is the date when the designation of open restricted and closed areas and trails on the National Forests must be completed Hamre pointed out t tj any factors are taken n- n in devel These include sa e U impacts on on soil watershed vegetation fish and wildlife and the quality of the recreation experiences provided He emphasized that closures or restrictions will be made only when nece necessary sary RESTRICTING THE TilE use of ORV's is not a new program said Hamre Motor vehicles have been controlled along portions of the Wasatch Front for several years However in our newly proposed plans weare we w ware weare are placing more emphasis o on factors other than resource I damage done namely conflicts among other uses and public safety The effectiveness of travel plans will be carefully monitored by the Forest Ser Ser- vice Modifications will b be considered as additional in information formation becomes available What happens in the future will depend largely on how the road off-road vehicle users conduct themselves while using National Forest land said Mr Hamre We intend to us use a low key approach in the t enforcement of uT ro road mad d vehicle plans By this I 1 mean that we wedo wedo wedo do not intend to have a vast force of uniformed enforcement officers hired to seek out and Apprehend violators of the off- off road vehicle regulations Rather we will rely largely on education and self-regulation self of the users to obtain com com- WE ASK all users to demonstrate common courtesy good judgement and wisdom when operating their vehicles on the public lands and private lands for the matter said Mr Hamre If we find that users are ignoring the regulations and using the National Forests in a manner that is causing damage undue conflicts or endangering public safety the result will inevitably be more restrictions and closures Mr Hamre said the Forest Service will work closely with state and local law enforcement officers Utah has an excellent recreation vehicle act act which regulates road off vehicle use on public lands Mr Hamre called for a concerted effort by all concerned concerned concerned con con- citizens and organizations in the area of education He Be pointed out that some organized groups have volunteered to help regulate use maintain trails and pickup pickup pick pickup up litter Such programs are handled through District Ranger offices WC We Fields when asked if he believed in clubs for women Yes if every other form of persuasion fails r You wont won't h have ve to pay for aprons if you make them yourself from the backs and tails of mens men's worn out shirts |
