Show Federal Aid To Education D Gary Jones Director Of Curriculum And Instruction Uintah School District Federal aid is no longer some some- something thing that we may want to con con- consider sider but is instead a very real part of the organization and im im- im implementation of a sound local educational program The fear of federal cOli con con- control has been the primary fac fac- fac factor tor in our reluctance to fully reo re- recognize cognize federal aid Excessive federal control however will come only if educators fail to provide the leadership necessary sary in recognizing appropriate I programs programs I ITHE THE MANY demands that I face education must be met by far seeing educational leaders I Such federally supported pro pro- programs grams as Designing Ed Ed- Education for the Future are providing a great deal of dir dir- direction and impetus Those who whop p participated in in this program I 3 were wera fortunate to receive a preview v of future needs as seen by this yearlong year Eight State Study Some of the more significant federally supported programs in our district are the National Defense Education Act and the Elementary and Secondary Ed Ed- Education Act FOLLOWING Sputnik there was a great cry throughout the theland theland land How did Russia get so far ahead The conclusion was reached that Russia had more and better trained scientists scientists and mathematicians ns than the United States In an attempt to correct this situation the National Defense Education Act was passed The program was basically designed to improve the educational facilities programs and counseling services available to guide students into appropriate areas of study Initial concern was for the selection of capable students in the science areas The two primary titles under as it affects our school district are arc titles III and V TITLE III supplies materials equipment and minor remodeling beyond that which the local district is able to provide The local district de de- de determines its needs and presents a written project to the State Department of Education Each item ts js approved d dor or ar rejected on the basis of need and its ability I to help meet the objectives of the proposed project THE UINTAH School Dis had projects totaling 13 under the Potential Basic Program during 68 1967 The program has been expanded ex- ex expanded to include all subject areas and has become a very important part of the districts district's educational program Title V is designed to provide counseling services for students and better help them in their selection of train train- training ing and future preparation Specific standards have been established and must be met in order for the district to participate pate Funds from this title may maybe maybe be used for equipment and or salaries for additional pers person person- personnel n nel nel TH THE E MOST c current federal federal program is the Elementary and Secondary Education Act This act has taken a step further in inthe inthe the use of federal tax money to improve pro pro- programs grams in state and local units I A prominent need once again caused the establishment of a federal program to supplement local The emphasis on the the economically deprived seg m rent nt of our county strongly strongly brought out the need for eduCational programs that will more fully meet the needs of students from economically deprived backgrounds |
