tho the uintah school district was not ox pressed pi eased in lit tho the deault of the election held on april on account of the fact that many of tho the voters did not fully understand the issue before them at that atme the widespread discua discussion sion which has ensued in the meantime has revealed tha fact that many of the voters either tailed failed to cast their ballot or voted against the proposition of the hoard board of education on account of d a misunderstanding and the board of I education IB Is convinced that the sentiment on the question la Is so pronounced 1 and widespread to fully justify hie tho submitting resubmitting re of the question to the vote of the taxpayers of this dis brict I 1 shortage probable A real problem confronts the oters at this elec election tien it is tor for them to decide whether bother the schools of uintah county bo be opened in september with a shortage of 30 teachers or not last year the school district employed 72 teachers to date late the board has engaged the services of 42 teachers and has exhausted all available funds the present school law ex expressly preasly prohibits the board of education from employing additional teachers under these unless the question of incurring additional indebtedness bo be voted favorably it Is clearly up to the taxpayers therefore to see that the additional te achors hors required are employed iange vote promised the industrial fin financial anJAl and religious welfare of uintah county will suffer if this proposition falls fails poor schools will not bring railroads lail roads outside forced to do ineffectual vork on account of a shortage of teachers resulting irom insufficient school funds this situation altu atlon Is to a matter of deep concern to phd parents who now realize the seriousness of the present crisis they are naturally alarmed alar nied at the prospect of having their children attend school on the halt day plan this undesirable situation is unavoidable unless the necessary funds are made a callable those who have presented f chece petitions to the board of education have assured them that a much larger and more favorable vote will III bo cast than in the whom have no children to educate have already signified their willingness to assume their proportion of this tax in order to maintain good schools the majority of those entitled io to vote have 44 an assessed valuation of probably yi less than than this meansie means that the majority of the voters would be bo required to pay less than 1000 per year for two years in order to provide the necessary funds to carry on the schools aa as provided in rural educational program last spring uintah county bad had the opportunity of hearing UMAs educational laws and program explained 0 by state vand national leaders adera le from the records of attendance at these meetings 50 to 80 per cent of the adults of the entire county was as present at one or more of these meet meetings inks each meeting adopted the resolution without an opposing voto vote requesting the board of education to carryout carry out the educational program and pledging their loraly and financial in doing so As a result of these meetings the first rural summer school in the history of utah has opened ab vernal with a faculty of the most eminent practical rural educators that could be secured this splendid school has a largo large attendance of teachers qualifying along the line of rural work the school Is being financed by the teachers association of uintah county plan plans outlined the inauguration of this new now plan of education in uintah county makes it imperative that the teachers spend the greater part of their summer vacation in preparation for their next years work under their contract they are required to spend nine months in actual teaching and A six uee in preparation in a standard recognized summer school otherwise the new work could not be inaugurated this fact roust must bo taken into account when the new salary schedule Is considered under the old contract the teachers were required red to give eight months of their time and no summer school was required A comparison of the old salary schedule of 1914 15 16 pro war conditions with the now salary schedule for the ensuing year that the old minimum salary was as against 68 00 under the new schedule f figured on a monthly basis this represents an increase of 23 per cent over pre war ar conditions the salary of principle of a tour four room school prior to the war was per month as against per month under the new schedule an increase of 12 23 2 3 per ceat centa it is evident to all fair minded totera that t this as increase in salary Is 9 small as RG corn compared paled with the increase in the living expenses and also tu to the fact that the valuation of uintah county has decreased on account of heavy losses of livestock and that the school population has increased the per capita funds available for the present year
