Show non nonagricultural agricultural jobs and wages show increase in uinta county the federal government program of extending unemployment pay to those who have exhausted their benefits under the state unemployment insurance system and are still unemployed becomes effective monday april 10 announced curua Curtis IR harding administrator of the utah department part ment of employment security the announcement made tuesday at the conclusion of a meeting with the advisory council to the department of employment security follows congressional action and the signing into law of these acts by president john F kennedy new federal provisions could affect some utahna who now have ex hausted their benefits since july 2 1960 provided th they ey are still unemployed in some instances they would extend benefits up to a total of 39 weeks including weeks of unemployment claimed previously under the state system plus additional w weeks now made available through federal action mr II arding pointed out mr harding arding II said that claimants for unemployment insurance had been exhausting their benefits at the rate of from to per week since last july but that at as the spring upturn has effect and as the economy picks up in general the rate of exhausts would taper off during the weeks to come lie ile pointed out that not only is the state of utah in better shape generally than the rest of the country except for some serious pockets in the provo and car bon county areas but it Is the opinion of many economists that the nations bustness business contraction is ending and an economic upswing may occur within the next few months consequently if the upswing Is swift the impact of this new program in utah will not be great he said mr harding arding II explained that the maximum available under the federal extension program will be 39 weeks of benefits this means he said that a worker who has drawn the maximum duration under the utah law of 30 36 weeks can then receive only 3 additional weeks under the federal program but in many cases espie dally for seasonal workers the extension will add half again as many anany weeks of unemployment benefits as were used up by the wv worker ricer he said mr harding arding II pointed out that employers of 4 or more workers will pay for this program with a special payroll tax of four tenths of one per cent to be paid on the first in wages of each worker on his hia payroll the me bureau of internal revenue will collect the tax annually beginning in 1963 and by the end of 1964 1904 advances from the general fund should ghoul d be repaid he said lie ile pointed out that this tax will be collected in addition to the four tenths of a per cent already levied and that during 1963 94 the thred fed oral eral unemployment tax will total eight tenths ot of one per bent employment security officials estimate that the federal extension program in utah will cost about 2 million but that sharen share 1 in enli t the che special fund will be about 4 million |
