Show bull 11 now 01 ahe proposed op 1 issue sue of t road b bonds me means ns much aluch to develop bof allent of county before deciding which way to voto vote at tile the wining oni ing bond election the Las payers should carefully caret ully consider d number ot of different din erent questions connected wua with it tor upon the decision the immediate development of OL oi the county undoubtedly depends most moat people are la with the methods employed in raising money lor roads and know that very little is available outside of 0 funds raised uy bonding at nearly every session or 01 the legislature since utah became j state there has been an effort to enact a law which would give county the power to make a levy lor for road purposes but so tar far it nas not been done there are no doubt several reasons for this the main luain one that is generally urged against such a is that tho guilding of roads Is a so expensive that any tax which make it possible to 10 bund build them out of current bunds lunds wound be too much of a burden in fact people could not pay such a tax in audition addition to that it has no doubt been felt elf that it would remove too much of the taxing power from the people and place it in the hands of the commissioners chere Is much dearion in this argument for while it might inight be wise to allow a small email tax lor maintain ance to be levied by thu tho commissioners Commissio nors such an important mattel mattei as aa building roads should rightly be left for the voters to de ter term lue uintah county Is IB unfortunately sit batea in this one particular we ore are isoa isolated ted irom iroku the rall railways ways and have wilh a our borders more than miles ot of road it la is perfectly clear that very little ittle road building is possible from the funds available in iaci there has always been more money spent that way that the funds would warrant the worst feature coo la is that with so bo much road over rough country all that could be accomplished complis hed with the money at hand band was to the worst places malt anak ng it barely possible to travel tind and finding tho the next spring that it wass was just as bad aa ever this la is wasteful of course but nothing else can be done without means to do good jobs as aa we go there is absolutely no vay ay to do this except to bond tor for the iho money uintah county has at present an assessed valuation in excess 0 of which is more than double the amount of real valuation in 1909 I 1 his is sure to increase and will naturally increase progressively each year generally will show a larger increase than the one before we can depend on that tor for it is the rec ord of all growing communities aspeci especially ally in the west we also have cave a good record in regard to bonded in all of the obligations of the county have been promptly met and the sinking fund to redeem the bonds has been provided for at present the bonded debt is with more than in the sinking lund fund these bonds are due in 1931 and may be redeemed in 1921 if the present bond carries it will be easy to retire the outstanding bonds and stop tho interest at the begin n ng it may be necessary to levy one ind and one halt half mills to meet the interest and a aking fund but as aa the tha valuations valuation ua tion increase the levy will grow smaller and it is safe to say that in five 5 ears less than one half mill will take care of it the objection is urged that it bould be better to pay as we go and not pay out interest and that no doubt would be the wise course if we had the money but a community like this one that needs the roads so badly can surely afford the interest better than to do without them one thing should be kept clearly in mind we a will never have the roads unless we wa borrow the money to build them very few people would object to the bonds we nna believe if they realized how small a difference it would make in their taxes to the w man assessed with 1000 worth of property it means just 1 60 50 per ear at the beginning and less ess as values increased the large tax payer Is i usually in favor of a measure ol of this kind knowing that his bis profits arising from increased business and better transportation facilities will more inore than offset the increased taxes and it seems to us that the same thing would be true to an even greater extent with the farmers |
