concluded between the united states of america and the united kingdom of great britain arid and li eland cland on the ath day of july A D 1867 including printed papers of ill 11 kinds maps punts engravings drawings ills 10 P photographs boto graphs lithographs shoots of music ac arid and patterns and samples of merchandise dibe including seeds arid and 0 grain air shall be transmitted by eithe r office at such chaides not less than ad in tile the united kin kingdom kindom dom and go ac in the united states per 4 oz un books packets and patterns or other samples of merchandise and under such regulations us as the dispatch dispatching bing office may fal OM time to time lay down and whereas the provisions of the said article arc to be cairies into effect in each country on the of october A D 1867 it is hereby ordered that the rates of postage to be levied and collected in tile the united states on arid and after the 1st ast d day ay of october 1867 upon international newspapers printed matter and ud other postal packets enumerated in tile the said at article ait icle p posted sted in ill the united states arid and addressed to the united kingdom of gi gibat eat britain aud and ireland shall be as follows viz newspapers and unsealed sealed circulars two cents each pamphlets arid and periodicals over two ounces in weight and other painted matter except books including printed int e d papers of if all kinds maps plans engravings ravings drawings photographs alli tl li lithographs sheets of music I 1 and so forth four cents per four ounces or fi action of if not so prepared the packet cannot be forwarded 2 newspapers cai colars pamphlets periodicals periodical books or other printed papers including traps naps plans plane prints enc lavinge ta vinge 11 drawings photographs C lith lithographs ti graphs sheets of music etc must be wrapped or enveloped in covers open at the sides or ends so BO as to i admit of the in closures being removed for date when subscription expires it must kotcon tain a letter or any communication in writing or other inclosure 4 no book packet may contain anything that is scaled or otherwise closed against inspection nor must there he be any letter nor any communication of the basure of a letter whether sep 1 abate ai ate or otherwise unless the whole of of such letter or communication be pi printed the sender a trade mark all and numbers and the prices of tile the articles artic lus 10 there must be no other than the patterns or samples the themselves in selves the particulars which aie allowed
