Show DEAD LETTERS section 10 and be it further enacted that the twenty eighth section of the act entitled an act to amend the laws relating to the post office department part ment approved march 8 be and the same is hereby amended by the addition of the cla clause ceatise tise abw kiy any lot letter ter bow bia r ing a request for its return writer in case of its non pon delivery chall have been so returned to the office at fc which it was wa origin originally ally mailed then and in that case care it shall be obligatory upon the person to whom such letter has been returned to receive the sums and nd pay the postage apeci specified fied in in this section I 1 and in default of said w writer riter to receive e and pay for the ketlar so returned he be shall sh all be subject to J A 0 penalty of 10 to be recovered in ia any court of competent jurisdiction t section 10 of the law of march 2 3 1863 here referred to is one of gr graat importance as it enables writers of letters which may remain unclaimed to receive them back again without going through the dead letter offic offida 0 particular attention is called to afi alie d instructions published on this subject in in july 1860 may 1861 and with section 28 of the act of march 3 1 1863 3 the present law imposes a p penalty anali ty of 10 on oil any person wh who 0 refuses the postage on a letter return edt 0 him at his own request and abd postmasters ina ste rs are arc di directed to anfor enforce ce 4 this ik provision against all persons who M may 1 persist in such refusal T |
