which is governed b by y a written constitution and laws is an all event of great reat int interest orest to nil all of its inhabitants ft it is then that tho the actual condition of the state ix is to be ba investigated and such provisions adopted as will secure to every cry individual ind his lii just and equal rights und and promote the alie general iv welfare elfare congress representing the sovereignty ant y of the united stales exercises over it a territory orv the combined powers of the general and of it a state government it legislates fur for the people of the united states and specially fl for or those of it a territory it conal confers ers on oil a territorial legislature it a portion only of its powers cowf rs reserving to itself tile right to enact special law and ty to disapprove of all any act passed by a territorial legislature the legiel active power und and authority of this territory is vested in ill tile governor and it extends to all rightful right tul subjects of legislation consistent with the constitution of the united states the provisions of the act establishing this government and other laws haws of the tha united states it is declared in the organic act that the constitution and laws of tile the united states are arc extended over und and to bo be in force in tho territory of utah so far as the same or any provision thereof may inny bo be to bo be avoided as one of the greatest evils with which a community can call be afflicted I 1 numerous laws or complicated complicate a systems or frequent and sudden changes chan cs ire arc dangerous to private rights and to thy the liberties of the people the freest country with a government ij that which is governed by the fewest legislative enactments 9 I 1 congratulate you upon tho the discoveries of coal iron iron lead copper and of the precious metals which have been made dining the past year in ia the western eastern and gou southern thern sections of the territory and also upon the new settlements tle ments which have been formed in their vicinity while we cannot but regard as the first and most rno st import importing int interest in this country a and nd therefore entitled to every encouragement which can he be bestowed by government ern ment the IN MINES JiNEs valuable on oil their theil own account may also be consi considered dewed tributary to that interest and their do development worthy or of tile tho attention or of the legislature anti and ot of every citizen who desires to increase the wealth and promote the prosperity of the territory the peaceable and friendly conduct of the towards our citizens and the travelers through every section of the territory since tile the treaties tre a t les winch were concluded with th them L fal in the year 1863 indebted to the presence and efficiency of tile alie united states troops and the signal detent dell eat of bear hunter and his allies by them for the first manifestation of kf spirit and ahat in fact outlet for the productions of the GREUT GREAT BASIS BASIN to the pacific ocean appears to be bc by this route and the colorado this river is now navigated by several steamboats from the gulf of california Calir brula to a point very near our southern bonn boondry fry and d if aim are established with the indians whose coultry the road passes and with those hi inhabiting liali t tile the
