Show RESOLUTION The following resolution is proposed to be adopted by the Uintah County Commission and the Board of Adjustment. A public hearing regarding the resolution will be held the 15th of Sept. at the Uintah County Courthouse in Vernal, Utah. The Uintah County Commission and the Board of Adjustment hereby resolve that: 1. Construction Camps Allowed in Mining and Grazing Zones. It is hereby determined that temporary housing facilities for construction workforces is a use similar to the uses per mitted in M and G-l, Mining and Grazing Zone and will harmonize with the objectives and characteristics of that zone. Therefore construction con-struction camps will be allowed in the M and G-l zone if the following conditions are met and . approved by the LUntah County Board of Commissioners. Com-missioners. 2. Location of Construction Con-struction Camps. Construction Con-struction camps must be on or in the immediate vicinity of the construction con-struction project site. No construction camp will be allowed if the construction con-struction project is less than twenty-five (25) miles from the boundaries boun-daries of Vernal City, Roosevelt or Ballard. Construction Camps can be refused by the Board of Commissioners if it is determined that there is an urbanized area within twenty -five (25) miles of the project which can provide housing for the workforce. 3. Family Residences Not Allowed. Construction Con-struction camps shall be limited to use by employees em-ployees working at the construction site. T? o m iliac irlnHin(T spouses shall not be permanent residents of the camp unless both spouses are employed at the camp. If' school age children are located at the camp the applicant must provide transportation tran-sportation to and from school facilities for those children. 4. Site Plan. A site plan with supporting documents must be submitted for review and approval 'to the Uintah County Board of Commissioners. Com-missioners. The plan shall be drawn to scale and shall provide the following information: 1. Dimensions, orientation and vicinity of the parcel. 2. Location, size, number, construction con-struction and types of proposed housing. 3. Traffic access to camp and parking. 4. Location and types of recreational facilities. 5. Culinary ;water system and sewage; 'and solid waste disposal.' 6. Storm water runoff and method for control of storm water. 7. Location of fire protection and medical facilities. 8. Such other data as may be required. 5. Documents Required. In addition to the site plan the applicant must also provide information in-formation showing how and when the required services and facilities will be provided. All services and facilities will be provided at ap-plif ap-plif ants expense. 6. Minor Construction Camps and Major Construction Con-struction Camps, a. A minor construction camp will accommodate less than fifty (50) people and will be used for less than one (1) year. The following services and facilities must be provided in a minor construction camp. 1. Culinary water and sewage and solid waste disposal facilities approved ap-proved by the local health department. 2. Adequate access to the site and parking. 3. Maintenance of the site. 4. Emergy medical and fire facilities. 5. Not less than three hundred and fifty (350) square feet of living quarters per individual. Common dining areas and recreation areas and other common areas and shall not be included in determining the square feet per individual. b. A major construction camp shall be designed to accommodate more than fifty (50) people or to be used more than one year and shall provide the following services ana facilities: 1. All services and facflities required for minor construction camps. 2. Electrical services. 3. Recreational facilities. c. Facilities for religious services are encouraged in construction con-struction camps. Restoration of Site. Applicant shall provide a written plan and agreement together with a bond or other financial guarantee, setting forth how the construction camp will be dismantled and the area restored to an unoccupied condition. 8. Failure to Comply. The County Commission, in their discretion may require a bond or other financial guarantee to insure that all facilities and services are provided. In the event the applicant fails to provide the service and facilities required the construction' camp may be closed and ordered to vacate. These remedies are in addition to the remedies provided in the Zoning Ordinances for failure to comply with zoning requirements. DATED this 8th day of September, 1981. NEAL H.
