is ter plen of the republic to the government of the united states and of conveying to you at the same ame time the sentiments of friendship and high regard which the constitutional government as well ft ell as the people of mexico entertain for or your excellency and for th the citizens c 1 of this great republic the firs t and certai certainly nl y the most gratifying of my auti duties es in the act of presenting myself to your excellency in in my official c lal character is la to assure you von of tap th sincere desire sire with which I 1 shall endeavor to draw into closer unity the relations of your our excellences government and those of the government of my cou countey litty and the desire by which I 1 am actuated of contributing rib abing to the extent of my ability to 10 the american government and people baa have 2 regarded with deep interest the civil war which has existed in in mexico since since january 1808 1806 between the supporters and opponents of the constitution of february 1657 1857 although our oar warm wann est sympathies have from the beginning ning been enlisted in in favor of the cause of constitutional liberty yet in in obedience to our established policy we refrained from recognizing the govern goi emment eminent of president juarez ai a i the llie depre tentative senta tive e of that cause until we w e had received reliable whole country on the contrary the people have manifested a firm and persistent purpose to sustain president juarez upon whom the executive authority au t hority devolved under the constitution cons
