Show PRESIDENT VETOES 1 FUM RELIEF I 1 BRI I 1 the president in vetoing the mcnary hougan farm relief bill makes some ame very pointed no one can deny that the price of many farm products have been out of li line with the general price level leel for several years reasonable and constructive tive legislation to taht end would be justified the difficulty with this measure is tat it is not framed to aid the farmer s the measure provides for tile the payment montay by tike the federal losses costs and charges of packers millers cotton spinners or other processors who are operating under contract with the board it contemplates that the packers may be commissioned by tile the government to buy hogs enough to create a near scarcity in this country slaughter the hogs sell the pork products abroad at a loss and havo have tho the losses costs and charges made good out of the pockets of farm taxpayers 11 0 Itse it seema enit almost incredible th that atthe tho producers of hogs corn wheat rice tocco tobacco and cotton should be offered a scheme of legislative which the only persons who are guaranteed a profit are tile the exporters packers millers cotton and other processors the bill would impose the burden of its support to a large degree upon farmers who would not benefit by it the products embraced in the plan are only about one third of the total american farm production there are several million farmers who do not produce any of the designated products and they must pay 1 hemi urns upon the products designated in the bill in some commodities such as corn and mill feed the farmers ate arc practically the sole consumers it is proposed to increase the price of corn and mill feed to aerts and therefore the costs to the dairy and cattle fees feea ding industries diliso products tire arc omitted from the bill the effect of this plan will be continuously to stimulate american production anil and to pile up increasing surd sur 1 use beyond the world that industry and pay losses on oil foreign thirn ping of any surplus tho the main policy of this bill lis aa an entire reversal of what tolore tot ore thought to lod be instead ol 01 0 undertaking to secure a method of orderly marketing which will dispose of products at a profit it proposes to dispose dio pose of them at a loss it runs counter to the principle of conservation which would require us ua to product only what can be lone done at a profil it no not to waste our soil and resource i producing what is to be sold ht at a josa 0 to ao us for the benefit of bf the fore a consumer tails this is not a measure to help cooj 0 i alive marketing its effe effect ct on the contrary is to eliminate the very c 0 o idl ti inq af vantage advantage that now induce farmers to to regulate and nd improve their own business busin n e as surely a real farm relief measure mea must be just and impartial and open the way to aid lor or all farmers surely it must not contemplate as althis this measure inescapably does that taht farmers in some regions should be penalized for the benefit of those in other regions surely it must be aimed to promote the welfare of the community at large agriculture must be helped and bild to saddle it with unjust unworkable schemes of gov oin mental control is to invite disaster wo worse arse than arly any that has yet befallen orr r farmers other plans have been proposed in Con congress press for advance advancement mAt in this recovery which plans offer promise of bound assistance to the farmers without these u aution all ties inva sion of executive authority this contracting tr with packers and flour millers and other manufacturers this overproduction with its inflation land inevitable crash without this indirect price fixin fixing gUying and selling this creation of huge bureaucracies they are aie on the contrary devoted entirely to the principle of wilding building ua u farmer irmer controlled marketing concerns to handle their problems including occasional surplus production and applicable to vii oil agriculture and not to a minor fraction I 1 have frequently ulac urged 1 l such legislation I 1 wish again th tatt it
