ito form of a such law might permit women to vote etc otc 13 by GEORGE CLINTON Wash washington lugton it la Is a of the progressive party who with the tha approval of the bartys organization la Is the first to get into the field of 0 jes cegla ls lation with a presidential primary bill progressive of illinois was the author ot of tho the measure to put into tile the law che spirit and the letter of the pronouncement nent in favor of presidential primaries made by the progressive party in its convention convention at chicago one year ago last august the legislative reference bonim committee attee of the progressive party has baa just mot met and has given tho the bill of mr air hinebaugh tta its endorsement indorsement Indor there are somer some Progress progressives ives hero here who think that one of the provisions ol of the bill B s open to criticism and that perhaps another bill drawn by mr hinebaugh early last spring Is a in this one particular better suited to the case care tho the measure just introduced by the illinois representative however probably will stand as the expression of the progressive gres sive bartys endeavor in dennial clent lal primary matter thus far no democrat in congress has cared to crystallize the party chieftains recommendation tor for presidential primaries into the form of a bill it was expected that zealous party men seeking for prestige arid add renown would put the typewriter through the paces and make a race tor for the bill basket with the first proposition io 10 give effect to the presidents wishes nothing of tho the kind has happened thus far no announcement of the administrations ons purpose in its own behalf basteen has bas been made it may be that before long the president on his own initiative will see that a measure embodying his ideas is introduced but perhaps with his one thing ata time program he will postpone the primary day until some more convenient season two bills it was early in the spring that the first hinebaugh primary iary bill was introduced trod into congress As has baa been said it has been superseded by another bill by the same author in the first bill many of the election functions are left to the various states in the second bill there Is a provision which creates a board of national election commissioners to be composed of five persons to be ba appointed by the prep president ident by and with the adv advice iceland and consent of the senate and places in the hands of this national election commission all the functions which under the first bill would be left to the various states back of the I hinebaugh bill stand the progressives Progress ives now in congress while there Is some of opinion as has been said concerning the tha substitution odthe of the federal for the staig con control arol features the bill as aft ft stands probably will be made the standard of the progressives Progress ives sanctioned legislation there are about twenty progressives Progress ives in the house of representatives they are not all written down in the directory as Progress progressives ives with a capital P but all of are in sympathy with the progressive platform and almost always vote with the progressives Progress ives nhep ehrp any matter of principle is IB involved A bill drawn by a progressive and backed by the entire representation in the house wills will get the attention of all the membership of all parties would permit women to vote it if con congress grebs shall pass tl the e presidential primary law it is believed that under derat it women will be allowed to vote A constitutional amendment is not necessary to put a presidential primary into effect there seems to be nothing in the document to forbid women from voting in presidential primaries it if the law instituting them shall be worded properly representative lafferty of oregon who Is carr carried led tn the congressional directory as a progressive republican printed just as it is here with no hyphen and with both words capitalized has followed in the trail of representative of illinois and has introduced a presidential primary bill on his own account when mr air I 1 Laffer lafferty tk came to congress he declared himself a progressive it Is now said that he prefers to be called a Rep republican ubil though he wishes to be known as one with progressive marks looming large the progressives Progress ives however it Is said will wili prefer to follow th the epresi presidential lead of mr air hinebaugh for business when washington heard from indianapolis that vice president marshall had intimated in an interview given in the capital of hla his home that there would be no drastic antitrust anti trust legislation this winter there were somo some people who thought that the vice president had made a serious blunder and that lie le would find himself com plemely at outs cuts with the president of the united states As has haa been forecast in these dispatches from washington the condition seems to be very much as aa the bicio vicio president has outlined it mr ali marshall unquestionably knew what tie lie was talking about abort and very likely ho fic baT had direct information afo rm a ti on from th ahn president thit that while a comprehensive pa plan an for antitrust anti trust leg legislation isolation night be b outlined this winter it wal wae n act t tue the intention of the administration to recommend lond d drastic legislation or to push tho the entire program pr of moderate antitrust to a completion ut ai this esclon es Blon 1 the sequence ot of vents events points to a period or of rest reat tor for the business world great corporation after great corporation haq ha been telling tho the listed states stales government that it will obey tile tho law and therefore thore forB tt it la is probable that some of tho t prosecutions which have been instituted will not bo be pu pushed blied and and if 1 the corpor aLlons continue 6 to do the right thing as tile the debart department ment of justice views it the prosecutions will be few and far between seek to reassure business some time ago it became known from sonic of the preal deni e close ad that mr air wilson desired that business should be reassured it also became known that democratic leaders in con grese were ere e urging that no drastic legislation affe affecting eting business should be passed nt at this session tell men in a position to know clemed to bo be certain tain that tho the president would say some definite dennite reassuring words at i later time when the currency bill was signed mr air wilson spoke of business and of its better relations with the govern government mInt and he made his alne phrase calling tile the condition A coni sti tulion of peace it was within forty fory eight hours after this address of the president and immediately following ilia his signing of the currency bill that thomas marshall vice president of the united stat states said in indianapolis that it could be taken fur granted that no drastic antitrust anti trust legislation would bo be enacted by congress thi winter all things point to z t desire on an the part of the democh democratic dc majority ma joity in congress to avoid uny legislation which even if seemingly commend able shall upset lipset bu business conditions it seems the Demoi Derno ats think that such leit legislation as they desire to iu en act can be spread over a longer period an and that gradually and easily the industries dus tries of all kinds can adjust themselves to the new plan of action from this springs the desire to do nothing harsh hastily i it must not be understood that the democrats think that such legislation as is demanded by the baltimore platform will be harsh they do say bay however that they think hat blat coming in i but bunch buffell fell it might speet conditions and perhaps work to the temporary injury ot of the country it to Is to be apro a program of make haste slowly saving american birds congress as Is probably pretty well veil known by this time passed a bill at tho the last session prohibiting the importation of the plumage aa of wild birds into this coun country the reasons for this legislation are not perfectly clear apparently to the I 1 people of the united states it was not passed solely because of a desire to io save the wild bird life of oth r countries cou although such 4 a thought entered into the legislation the real reason was that nuch of the plumage of the birds of countries can cannot not be distinguished from the plumage of birds of this country and alia it was found frequently before the law was passed that birds protected in this country were killed for their plumage which was then cassed off as the plumage of foreign birds the bird protectors who are trying to do what they can to serve e the agricultural ri interests of the 1 country by saving the birds found that the lure of the market was too strong tor for many american gunners and that they would 1 kl 01 all kinds of birds trusting to luck to pass their plumage off as that of the birds of europe asia or africa it took about 18 years to get the necessary protective legislation on the statute books it was birst introduced by george jr a republican and a man who has studied wild life from boyhood and who has the lovo love of nature at heart mr shiras was a member of congress a good many years ago ile he never could get con for his bill finally however public sentiment was aroused and the efforts of the audubon society met with such success that a democratic congress passed a bill which had been introduced years before by a republican many national bird reserves in addition to his non importation laws uncle sam Is doing a great deal deai to protect the birds of this country there are now national bird reserves in many parts of the united states reserves set aside so that during the breeding season at least the song the insect eaters caters the seed eat era and the game birds can rear their you young ng in peace f tree ree from the terrors of the nest robber and the plume hunter during the past year seven new national bird reservations have been established by the president of the united states there are now 63 0 ot of these reservations and the good that they are doing Is manifest in the increased number of birds which yearly make their migratory migra jory night the new reservations pro aro as follows Cha misso island in alaska PI s akun in montana Dese cheo island in porto rico camvel island on green bay in wisconsin aleutian Id islands ands in aias kg ka wa walker aker lake in arkansas and petit hois dois island in alabama these new reservations are important breeding sites for certain species of wild birds the reservation embracing the islands of the aleutian chain situated the north pacific ocean and Bell ting sea BOB was set apart not only as a breeding place tor for native birds but for the
