believe and have reported that more than a year can call be saved to tho the govern merit ment it if certain recommendations for economy be observed and the claim la Is that this saving baving can be made without in any way crippling tho the service it Is probable that before the next congress ends tho the entire system of making appropriations will bo be changed that many bureaus will bo consolidated and tile the supply bills cut many millions of dollars the money saved to bo be used for extending the useful services of the government to fields not already covered when theodore roosevelt was president lie he appointed what was known as the keep commission it was tile the duty of mr keep and ills bla colleagues to study business methods in vogue in tho the different departments and to see how the work could be shortened and yet be just as effective its as it was wag under tinder existing conditions start made on economy when president taft carno into office one of the first things lie he did was to call his bis cabinet together to urge uj upon ah them the necessity of economic administration secretary macveagh was mado made the chals chal man of a cabinet committee charged with the work of economic administration it was soon eoon discovered that in single departments of the government the different bureaus purchased their supplies independently of one another and that different prices were paid for precisely the same article A good many economies small as compared to tho the saving which it Is dished were made it was a start however for greater things the system which was in vogue in the treasury department or perhaps it had better be called a lack of system was the saffie same which hold held in nearly every other department of govern ment all the secretaries got busy in the saving venture and there was wag an 1 economic spurt nil all along the line not long after the first initial economic venture president tatt taft appointed a commission on economy and efficiency with frederick A cleveland as As its chief this commission has been at work for more thon then two years and it has worked out an elaborate and yet at the samo time simple scheme for saving uncle sam money system approved president elect wilson has sane sanc the budget system of appropriations which has been urged by the present president and by tha commission on economy and efficiency budget system all the appropriations asked for go to dozens of committees of congress for instance the naval appropriation Is acted on by several different committees each one talc ing a part and no one of them knowing just what the other Is doing the result Is a scattering ot of energies and a scattering of money under the budget system all the appropriations will be considered by the chairmen of different committees acting together they thus can get concrete knowledge of the whole situation at once and by intelligent direction can stop many holes of waste if the economy and efficiency commissions recommendations finally be adopted by congress it Is believed that the agricultural interests of the country largely will be aided there are bills now in congress looking to this very thing but the cost Is said eald to be prohibitive because of the pro pre sent extravagant methods with a saving of a year and some of the experts place it as high as a year many of the helpful measures now under con 1 ilde ration by the law makers can bo be passed the money will bo be for theom ng and the treasury will be just as well veil off as it is now are willing to confess that it would mould have been a hard blow to their parts party organization if years ago all the postmasters of the he country had been removed from the field of poll country mr knox has been in washington in one official capacity or a nother another for a good many years and ho he has a fine old home on K street where with mrs knox he be entertains in a hoppi hospitable table spirit republicans democrats pro republicans and progressives Progress ives alike to say eay nothing of foreigners and the casual american visitors to washington it Is said that mr knox will move only from the state department and that he will keep ills his K street house for nine months a year and will alil spend the other three months in the state of pennsylvania which after will not move from washington when some good democratic financier takes his seat in the big building where uncle sams money Is kept two years ago next christmas day mrs franklin macveagh presented her husband with a house on sixteenth street mr air macveagh from the windo windows ws of his residence at the time saw th the e christmas gift building rising stone by stone only a block or two away but he had rio no idea who was building it or who was to fire tn in it finally it was completed and as the children say the secretary of the treasury found the new residence in his sto stocking ching on christmas morning with the merry christmas card of his wife afe attached mr macveagh it is understood will not return to chi cago cage but will continue to live in washington in his holiday gift house secretary of commerce and labor charles nagel will return to st louls louis to take up tho the practice ot of the law secretary of the interior walter L fisher fieber will return to chicago to continue the course of court pleading and of closet counseling which he followed before mr air taft called him to wash ington attorney general george W wick bershara also will return to the law and probably will become a member again of the old established new york firm with which he be severed his con lection when bidden to come to washington hitchcock may enter business frank H hitchcock postmaster general it Is currently reported has haa been offered eight different business positions from time to time it if he would consent to give up directing uncle sams mall mail matters and would return to business busl ness life it Is not known ul whether lether mr hitchcock will accept ono one of these former offers or will wait for a now new and more attractive one but the confirmed word Is
