boundaries A communication from the senate notified the house that the senate had bad refused to concur in H C R no 9 proposing to stop all printing till the printing committed reported the action came rather late the committee having already reported and the printing having been taken from the direction of the committee by the organization of a board of examiners senator glen millers bill for e from the i governor governor was received state of utah executive office salt lake city march 9 1896 to the president and gentlemen of the senate I 1 have the honor to inform you that I 1 have this day ar approved proved and filed with the secretary of state S B no 79 entitled an act relative to the heritable rights of the issue of polygamous marriages I 1 understand that the purpose of this act is to reenact re enact end make clear the laws already in operation and that it entitles the issue of polygamous marriages born previous to march 3 1888 to inherit or to be entitled to any distributive share in the estate of the father of such issue I 1 believe that this legislation is proper and right and it appears to me in view of fact that conditions that called forth congressional legislation on this subject are settled and that the past has been condoned that it would be in the interest of public policy and for the welfare of the state to remove whatever ban may aist i 8 against the issue 01 polygamous up to one the amnesty proclamation of the president or what would be better in in my y jud judgment 0 ment up to the date of the admission of the state I 1 am convinced th that at such legislation would not onla be in the interest of the state but the children themselves affected thereby would be better citizens citi ens in the knowledg knowledge e that they are moved the reference of the message to the judiciary committee which was agreed to SALARY BILL the special committee on salaries in accordance with instructions of the senate reported the following salary salary measure without recommendations men ati ions onil senate bill no by salary committee an act to provide for fixing the salaries and compensation of state and county officers the bill fixes the salaries of the state officers as follows governor 2000 secretary of state 2000 auditor 1500 treasurer 1000 attorney general 1500 superintendent of public instruction ti on 1500 fish fiah and game co omission missioner er just justices icet of the supreme court each clerk of if the supreme court and ex officio librarian ibra rian and statistician 1800 district judges each tant ant general two land commissioners ners each coal mine inspector cecior these salaries are payable quarterly for the purpose of regulating the he compensation and salaries of all county officers not otherwise provided for tho the counties of this state late are classified according to as se ebed sed valuation as ascertained by the he reports of the several counties in n 1895 as follows first class all counties having an assessed valuation of or over second class all counties having an assessed valuation of more than and less than third class all counties having an valuation of more than and less than fourth class all counties hav ing og an assessed valuation of less than the 1 he salaries of the several county officers in the first second and third class shall be as fixed by this act in III all counties of the four fourth th class the board of county commissioners are empowered and authorized zed to fix the salaries of the officers of their respective counties within and not to tive counties countie a provi provided led said not exceed the following in g ma maximum murn amounts sheriff 1500 assessor 1000 clerk 1500 recorder 1200 treasurer 1500 attorney 1200 superintendent of schools surveyor coroner the board of county commissioners shall within thirty days after the adoption of this act fix and determine the salary of each and every officer in their respective counties except as provided at the le elbr meeting of the board next prior to the election of county officers in 1896 and biennially thereafter it shall fix and determine the salaries for the two years vears next nest succeeding provided that the salaries of such officers shall not be affected for the term for which they were elected and shall have qualified the county commissioners shall receive receive 4 1 per day for each day actual actually lv employed in attending to business pertaining to their official duties together with mileage at the rate of 20 cents per mile one way no county officer except as pro vicea in this act must receive for his own use any fees penalties or emoluments for any official service rendered hy by him but all fees penalties or emoluments of every kind roust lie be collected by him for or the sole sola purpose odthe of the county and are public moneys beloiD belonging ging to the counte and the treasurer ier must place all such fees in the contingent fund notaries Not aries public boards of arbitration tra tion cobit commissioners commissioner justices of the peace and constables may collect and receive for their own use for official services the fees prescribed by law provided that the city justice may bo be paid salaries when so determined the salaries herein provided for county officers shall be full compensation pensa tion for all services of every kind and description rendered provided that in case the salaries herein provided for are in the judgment of lof the board of county inadequate for the services required of the officers offic ersi named herein then the board may allow such officer a deputy or c dep deputies depatie utie as in their judgment may bp be required for such time as may be necessary and at such salary am aa they may designate the iha salaries of said eaid deputies shall be a county charge provided further that the county commissioners cammi shall p the actual expenses of the sheriff while on oa offic off iceal cal duties to be audited by the board of county commissioners whenever the county commissioners migs missioners ioner ners a at the regular september session prior to any general election shall fo eo order and enter said order on their journal any two 0 more county officers which do not conflict so far as their duties are concerned may be combined and one person elected to gil fill the offices thus combined and in cases where one officer performs the duties of one or more offices he shall receive t the he combined salaries thereof the salaries of county officers herein provided shall take effert act and begin on the fourth day dai of january 1896 this act ahall take effect upon its approval the judiciary committee reported a substitute for senate bill no 85 95 which passed under suspension of the rules CHANGING ELECTIONS senate ate bill no was introduced by bv mr booth and is an act fixing the time for holding elections in cities of the first and second class to fill elective offices in laid aid cities and fixing the time when the term of office of present officers in in said cities shall expire and repealing all acts and parts of acts in conflict herewith the bill says that on tuesday next nest after the first monday in november 1896 slid and biennially thereafter there shall be held in each city of the first and second class an election to fill all elective offices in said cities and the officers then elected shall qualify and enter upon their duties on the first day ot of january next succeeding their election and continue in office two years and until their successors are elected and qualified that the term of office of all the present elective officers shall expire on december ber 81 31 1896 and all appointive officers in said cities as aa soon thereafter as aa their shall be appointed and qualified all acts and parts of acts in conflict herewith are hereby repealed mr Chi chidester clester offered S B no making an appropriation of
