the earnest maew IT with itil which it the almost hopeless basl of of redeeming 0 the ho country froni froin its depression and righting the wrongs 0 11 1 1 of republican tariff financial and force bill V we alle commend tile the democratic party for the persi persistence tence with which it fou fought the sugar trust and other protected infant industries of the republican party we comi commend liend the present administration for its fearless arrest and arraignment n of armor frauds pension frauds and other frauds and for compelling 0 these aliese overfed republican favorites who have grown fat at the public crib to disgorge ore some of their ill gotten otten gains gain 11 ID 0 we commend tho the prompt repeal of the federal election law so that partisan hirelings under guise T of go governmental vernnie antal authority may no longer invade the various states and interfere in their local elections INCOME TAX we commend without reservation the democratic income tax now a law which places a yearly asse assessment of two per cent on oil that part of the incomes of persons or corporations that exceeds 1000 annually by this tax the masses of the people will be relieved of the payment orsome of some 3 a year in taxes on the common necos necessaries sir of life which taxes have now been t transferred r to and will be paid from the superfluous incomes of the rich we call the attention of the whole people to the fact that the republican party i I 1 joined coined hands bands with the forces of centralized wealth in an attempt to defeat this just and equitable tax this tax is only the beginning of the democratic policy of Com compelling Pellin y the wealth of the nation to pay a f asir a ir proportion of the expenses expense of government and we reiterate tile the declaration made in convention oni one year ago I 1 that we encourage the people to stand by their colors and never relax their efforts until the burdens of unequal taxation shall have been lifted the university of utah 5 for the bilt bill which restored to the church of jesus christ of latter day da saints nearly half a million dollars in personal property es cheated to the government under Comm ulon another upon the bench of utah and others in ili minor minor positions of trust and lionor honor 3 in filling all appointive offices with bona fide residents and taxpayers of the territory 1 in ili signing tho the state statehood bood ell abling act immediately upon its presentation to him notwithstanding I 1 dino ding claims made by republicans that the people of tile the state slate he was thus cr eiting eLting would repudiate the baity that had in franchised them 5 in ili granting full free arid and unconditional ain amnesty nesty to all who are now obeying 0 the law and removing in 0 their political disabilities whether they have been convicted und under er the edmunds tucker act or not TARIFF I 1 1 we rc regret 0 ret that a greater reddic tion of tariff cl duties could not be k made at this session of Con congress oress bat con congratulate the democracy upon making 0 any hearl headway way at nil all a against the trusts and combinations that have grown so BO rich and P powerful powerful under republican legislative pi patronage we approve the measure of tariff reform enacted by the democratic cr atie con congress ress as a ste step in the direction of abolishing the the progress of these institutions reducing the appropriation of the university to less than one half and that thai of the agricultural 0 college to less than one sixth the amount appropriated to these institutions by the previous democratic legislature 2 for attempting 0 to abolish the normal department of oatlie the university in order to prevent the training of home bred teachers and thus M to compel tile the employment of non residents in our 3 for the partisan folly of the attempts made by that legislature to divert the school moneys thus taken from our institutions of learning to the
