in reply to your favor of november I 1 am greatly interested in what montana may do in an educational way we have given the matter some iome consideration and have no hesitation whatever in saying that it will be a great calamity to the cause of education not only in the state but elsewhere if the institutions which are to lo be established 11 tard rd separated one from another for the sale sake of economy 1 y and efficiency the agricultural Col college leffe and the school of mines should be a p part rt of the university I 1 sincerely hope that no mistake will be made wu it II harper president BUREAU OF EDUCATION D C drar DEAK SIR in reply to your your letter of the instant regarding regadio tile the of the different institutions forming your state university ver sity I 1 would al and general outfit namely libraries professors of mathematics of english ian language b ua e and to some come extent of the modern and ancient languages as well as to the corps of kupar a officers scan can be more economically managed in one in institution ution than in throe three if three in institutions were established tho the general outfit for each would necessarily be much weaker than if bor which I 1 regret I 1 hive 1 anve leen been to answer previously on oil account of absence from home I 1 sincerely trust that montana will not make the mi take of divid dividing iril the ian land endowment among ille the several institutions which ire are proposed of 01 course if toe the ment is to be re regarded 0 added as legitimate plunder and nit ait belonging to tile the present generation for its immediate support then by all means divide it but ii if it is to be used for the purpose for which it was intended namely for the development develops ent of the higher education and lor for the benefit of future generations as well as the present then byn by all 11 means maintain it intact the management 0 of three institutions would alone be much more expensive that than the manag ment ol 01 it a single institution which should cover the 0 ground of the three in ili other words one president one business manager or steward one secretary one treasurer could do the whole of the work for the three institutions if tho the management was centered in one as cheaply as it could bo be done for either cither one of the three sev separate arate institutions in the matter of management alone it seems to me that about two thirds of the ex expense pense otherwise necessary nece seary could be saved by a policy or of cen further saving 11 can be accomplished by union of the three in the employment of professors and instructors for a time at dealt probably one professor Pru fessor of chemistry with the necessary number of assistants wo would uld suffice ice if the policy of division is adopted ono one will be required at each institution in ili the first case it would armould be possible to obtain the services services or of a first class man in the second there would undoubtedly be a lack of funds at each institution and each would have to content itself with witha a man only ot of ordinary ability I 1 again by concentration the duplication of apparatus and laboratories can be avoided to a very considerable extent A good equipment can be obtained for one institution in place of a chronic condition of poverty which would characterize each of the three institutions sti for a number of years to cone conc CHARLES A presides Pr eident s t university OF NASHVILLE NASHVILLE DEAR SIR sin your letter of the abling iny my opinion as to the policy to be pursued in locating your state institutions of learning his has been received all experience shows that such institutions thrive best when located in one place and under one management tha three institutions you name sire are of ordinate coordinate co rank and when administered as parts of one whole would form a great university each of those these elements carl can be developed in its highest efficiency only by close contact with tho the others ani and much of the work required in each can ca n be done dome in common and by tile the same person or persons to locate these institutions in different places would woula entail a loss of efel efficiency and a loss of funds fund and would condemn each to inferiority W Y it II PAYNE I 1 president university OF MICHIGAN AN axy
