If the Dcmocrrts and Populists should in any Stato unite on an electoral ticket (each running the same men for electors), leaving the vice-presidency in abeyance, the vote there-on to be determined on some basis not apparent in the choosing of the electors themselves, then the electors would be morally bound to vote as that basis might direct; but of I course in law they could vote for Sewall or Watson, or for some-body else. Questions and Answers- The Tribune gives. the following questions and answers which we consider worthy a perusal by our readers: Editor Tribune: Having been a subscriber to your paper for a number of years, will you, for the information of some friends and myself, answer the following: 1. Do the Presidential electors go in a body from all the States to the electoral college, or do they meet and simply send a representative? represen-tative? 2. Is an electorfobliged to "vote j for the candidate be is elected for or could he switch off? 3. If Bryan's name is on the Democratic and PopulLt tickets and the Democrats and Populists run separate tickets, would Bryan get the benefit of count of both tickets in such State? 4. Do the electors elect a President Presi-dent and Vice-President on one ballot or must they first elect the President and then the Vice-President? 5. Or could the Bryan and Sewall and Bryan and Watson men join hands and all vote for either Sewall or Watson? Yours respectfully. Subscriber. 1. The Presidential electors meet in their respective States on the second Monday in January next following their election, at such place in each State as the Legislature shall direct. Their vote as cast shall be certified and forwarded to the Secretary of State at Washington. 2. In honor he is bound to vote for the candidate he stands for; but this is a moral obligation of good faith only; under the law he could vote for any other candidate.
