Show are-necessities, while our exports ar$ not, in a general .way, so regarded by consumers. , , Now that there is great ignorance with, a great many people of the real value of good roads is noticeable by the' way the roads are treated. : The-treatment The-treatment of roads in this section should be essentially different and necessarily nior expensive' than in' many other parts of our State,' but, as far as I have observed, their treatment treat-ment is different. For instance, any where in thenorth, if a man conr ducts water across' the street he has to culvert or otherwise protect the street from damage, and if damage accrue to the street therefrom either by accident' or carelessness, he is, by law, required to make the necessary repairs, and especially so where waste waters flow. There would be. but few things more valuable to this.county than a well conducted local paper, containing articles of information- peculiarly necessary and valuable to this county, and which are not contained in the northern papers published in localities where the climate. and ' topography to-pography are so vastly different. Then again, northern papers can only be paid for in cash, whereas1 a local paper can, to a great1 extent, be sustained by local productions. But it is not altogether the record of local happenings of a tirival nature na-ture births, deaths, removals, &c. that are the most valuable to a community, but information as to local financial economy and the showing up of local needs, local abuses, dangers and prospects, all written by people understanding , such matters and willing to contribute contrib-ute their talent occasionally for the good of others. Next to the value of water, water channels to convey that necessary for the production of most of our resources, re-sources, is the value of good roads to convey produce to purchaser and merchandise to consumer, as their condition effects injuriously ' the price of exports but is a boom upon the price of imports.
