J Esch Cummins law has no teeth and though It can say what Is a fair wage and can an advise as to rates etc it has no teeth in the law and that there ought to be teeth in it ft and says that congress purposely left the teeth out and then says further that though he wants something something some some- thing t done he doesn't want to do it now but wants to wait waft until the country Is cooled off
