It Is earnestly recommended that the primaries bo conducted in tho following fol-lowing manner: that tho district chairman chair-man in each district appoint threo suit-ablo suit-ablo Republicans to act as judges of tho primaries, ono to tako down tho names and addresses of all persons voting; that tho voting bo by ballot and tho prlarmles bo hold open at least ono "hour (from 8 to 9 o'clock p. m.).
