the state of utah two thirds 0 of all members elected to each of the two houses concurring r section 1 that it is proposed to amend section 1 3 of article 13 of bf thi the constitution of the state of utah so that the same shall read as follows 3 the legislature shall provide by law for a just an and d equitable assessment of the property of the state at its actual money value all allt taxes shall be uniform on the same class of property within the territorial limits of the authority levying the tax and shall b be levied and collected for public purposes only provided that a deduction of debits from credits may be autho authorize rW ed provided further that the property of the united states of the slate counties cities towns school dist districts municipal corporations and public libraries lots with the buildings chef thereon used exclusively either for religious worship or charitable purposes slid and places of burial not held or used for private or corporate benefit shall be exempt from taxation ditches canals reservoirs reservoirs pipes and flumes blumes owned and used by individuals or corporations for irrigating lands owned by such individuals or corporations or the individual members the j shall not be separately taxed as long as they shall be owned and used exclusively for such purposes provided further that mortgages upon both bo theal eal and personal property properly shall be exempt from taxation provided further that the taxes of the indigent poor may bt be remitted or abated at such time and in such a manner as may be provided by law section 2 and rock in place containing or bearing gold silver copper lead of at other valuable precious metals after purchase thereof from the united states states shall be taxed at a value not greater than the pride price paid the united stites states unless the surface ground gratin d or borne part thereof of such mine cr cla claim iiii Is 13 used for other than mining purposes and has a separate and
