saturday after extending nine days over the sixty day schedule A great portion ot of the legislation of tho the session was waa accomplished after the clock had been stopped because of the expiration of the time tho the lawmakers law makers more mere bills were considered and more passed by the ninth legislature than by any other in the history of tho the state with the single exception of 0 the first state legislature the ninth legislature not only passed more laws than any other but it also passed more measures changing present conditions than any other legislature because ot of several drastic and revolutionary lutio nary inea measures passed the legislature will probably bo be the subject of a great deal ot of criticism adverse as well as commendatory among the important bills passed by the legislature was a measure assuring early construction of a state capitol the general liquor measure providing for elections in each city and town ot of the state to decide the question taking the licensing power from city councils in cities of 0 the first and second class and placing it with thes district courte court and providing various regulations for liquor traffic 1 measures providing for the des dua moines commission torm form of municipal government for cities ur the first and second class for the election of nonpartisan san boards of commissioners and for or their nomina nomination at primary elec lons eions the appointment of 0 new district judges for the second and third judicial dial districts ricas tile the appointment of a commission with judicial powers to investigate and recommend changes in the system of revenue and taxation A revision of the pure food laws of the state an increase e in the salaries of state and county officers and the proposal of a constitutional amendment to increase the salary of the members of the state legislature the enactment of a law prohibiting the employment of children and of a measure preventing the employment of women more alan an nine hours houra a day the passage of a measure forbidding the sale of cocaine morphine opium or heroin the prohibition ot of the sale of cigarettes gar ettes or cigarette papers the passage ot of measure forbidding gambling a felony the enactment of laws bettering health conditions in the state providing for the erection of armory budding for the utah national guard more beneficial insurance laws protecting policy holders bolders and safeguarding the states interests more afore beneficial land laws to indaco settlers to come to utah and increasing the acreage in dry farms more afore stringent banking laws furnishing greater protection to depositors the creation of an immigration and labor bureau under state stata supervision providing a relief fund for disabled firemen among the bills of more than ordinary moment that failed to receive the approval of both houses and the governor the bills that failed to pass were the reapportionment of the state into representative and senatorial districts in accordance with the census of 1910 the ratification of the proposed amendment to the federal constitution authorizing an income tax the bill providing for primary election for united states senators the bill prohibiting the use of corporate funds for political purposes the initiative and referendum the public service commission bill the antipass anti pass bill the revision of the instance code coda of the state tile the revision of the fish and gains gaino laws the regulation of rates for transportation por tation of coal the appointment of a commission to investigate construction of tho the mot alof tat fat road the construction of the state capitol Is now assured the legislature has made available for construction and makes operative the provisions of the laws enacted two years ago for the erection of tho the capitol this amount in addition to the halt half million previously available makes a total now available for tho the construction of the capitol of more thin than this sum will be practically sufficient to complete the structure the so called des bills which passed both houses change radically the municipal government in the five largest cities in the state instead of mayors and city councils council sin in salt lake ogden provo logan and murray there will be mayors and commissioners ners who will have legislative and administrative powers in salt lake the commission will consist of tho mayor and four commissioner commissio nert and in the other cities a mayor and two commissioners tho ile most drastic bills passed at tho the session were the highway robbery gambling cigarette and drug bills highway robbery Is made a felony punishable b imprisonment in tho the state prison from four to fourteen years men who operate gambling games are made felons with punishment to fit the case while men who gamble aro are made gilaty of a misdemeanor tho the sale of fit alg i rettea or cl cigarette
