tha presidents recommendations ions shall be enacted into law at this session but there Is growing evidence that among the minority of the recommendations which are to be overlooked the presidents wish that a law legalizing the federal licensing of In corporations may not be fulfilled at this session in telling mr air taft that it la is unlikely that his bis federal license law to la to go through the leaders have made a tacit promise that at a future date probably nt at the next session the recommendations ions shall be taken up tip and put through in some form it seems that the plan for the licensing of corporations by the federal government has aroused antagonism among some of the republicans and among a majority of the democrats it Is understood also that the leading republicans in men en who ordinarily can get the rest of the party representatives in line are not overzealous over zealous in their desire that this bill shall become a law certainly not ul at the present time it Is impossible in the absence of any direct statement of 0 the reasons for their objections to tell why it Is that the leaders apparently are determined to postpone no action upon this particular piece of legislation but it seems to be assured that consideration oil of it Is to be postponed until a more convenient season it has been pretty generally understood that ship subsidy was to have hard sailing through gl the waters of the lower house of 0 congress and not very easy sailing balling through those of 0 tho the upper house it Is impossible of course to foretell just what the fate ot of subsidy will be but it seems that one senator who in the past has been the champion of subsidy this year Is not inclined to look with favor upon it the senator in quett question lou ls of course its passage would add one more to the administration victories postal savings banks one of the most peculiar situations to Is that in regard to postal savings banks much has been written about this matter arid and in tho the main former opinion was that the postal savings bank bill might have great trouble in getting sanction for itself from tho the leaders of both houses As everybody knows the members of the national monetary commission would prefer that consideration ot of the postal say savings bank bill should be put off until after the commission has made its report president there la Is a specific p provision 10 vie ton for the creation of what to Is called a volunteer retired list hat for the civil war officers who are still living in the sixteenth congress representative senta tive deeman beeman 0 dawes ot of ohio introduced a bill which if it had bad become a law would have put all the commissioned officers of the civil war on the tha retired list with monthly pay of one half that which they received while they were wearing swords awards lo in the field there Is a retired list for regular off officers and the idea of representative dawes was waa to give to the volunteer officers la in their old age a recognition in part at least of the value of their services as commissioned officers the question seemed to be if the regulars are paid after retirement why not do the same came thing tor for the volunteers representative dawes la Is not now la in congress but the provision in hla his hill bill which was intended to care cara tor tar the volunteer off officers leers has been acor incorporated in several ol of the bills which are now before tho the committee for action it seems probable that before long congress will pass one of these measures and that every man who wore a bar a leaf an eagle or a star on hla hia shoulder during tha civil war and who la is alive aliva today to day lay will be put on practically ue oame came footing such for or the volunteers will be done away with if any of 0 theun bills passes congress because the retired pay will take the pensions place likely to carry 40 a month it the volunteer oVi cers retired bill passes it la Is possible that it will carry with it a pension giving enlisted men of the civil war a pension ot of so 40 per month each all present pensions boing abolished except in cases of total or almost total disability where the present sum paid to the disabled soldiers exceed 40 per month with the ofil officers cers and enlisted men anti and the widows cared for with these specific sums suma in each case tho the trouble of pension gradations and the chances of fraud are minimized but nevertheless it will cost a huge sum of money the first few years of the measures legal life according to a classification made by gen green 13 raum haum tho the volunteer officers who would benefit are in number and rank as follows major generals two brigadier generals 28 colonels
