He also noted that his com-pany usually works with the city on all phases of the devel-opment to get the best possible project for the area. One developer talked about what can be done in the area of The Grove and they have been looking at ways to attract people to the area. He added that they need to get going on it. He said they do not want a whole bunch of food restaurants and gas sta-tions, but lending banks have a say in what they will invest in. Council Member Boyd said that the city is looking at the whole entrance to the in-terchange right now. It is a lot more than one corner, she noted. Brandon Fugal added that some of his contacts have said they don't want to be the first busi-ness out there. He also stated that they need to work fast so they can tell some of the businesses they have had contact with about what is going on. Council Member Boyd said the council cannot make any de-cisions now but would invite all of the developers back when all of the council members are in attendance. The general feeling was to get going on the development of The Grove area as soon as they logically can. When the discussion was over, the newer council mem-bers were concerned that they did not know exactly what has been discussed in previous meetings over the years on the subject of The Grove. Mr. Baker said that he feels that he should take responsi bility for not making things clear to the council. The point is to make sure that they are all on the same page with no misunderstandings on what is actually desired for the interchange develop-ment, he said. City Attorney Tina Pe-tersen mentioned that the city is concerned about get-ting the top amount of sales tax revenues that they can. More tax revenues would come from higher quality restaurants and businesses. Community Develop-ment Director Ken Young said that architectural stan-dards have already been set for this area. The city council will schedule another council meeting when all of the city council can be in attendance, as well as Dennis Baker's group, and they want to do it as soon as possible. Pleasant Grove City Council Approves Two Agreements Two different agreements were approved by the Pleas-ant Grove City Council in last week's council meeting. One was a resolution au-thorizing the city to sign an agreement with Qwest Corpo-ration for a ten foot right-of-wa- y easement to install com-munications fiber at property located at 485 West 220 South in Shannon Fields Park. The resolution states that the city desires entering into the right-of-wa- y easement agreement with Qwest, find-ing it in the best interest of the citizens of Pleasant Grove City. The right-of-wa- y easement is to install communications fiber. The second resolution ap-proved by the council authoriz-es the mayor to sign a donation agreement with Utah Hospitals and Health Systems Associa-tion, Health Care Education and Research Foundation. This approves a grant for the Pleasant Grove FireEMS for a ST elevation Myocardian Infarction al 12-le- ECG grant. The wording of the agree-ment states that each year over 750,000 Americans will expe-rience Acute Myocardial In-farction and for every minute that passes between the onset of AMI and Primary Percuta-neous Coronary Intervention at a qualified STEMI Receiving Center, survival rates decrease from three percent mortality at 30 minutes from AMI symp-toms to seven percent at 150 minutes. The grant will enable the local EMTs to reduce mortal-ity in the community by plac-ing 12-Le- monitorsdefi-brillator- s in front-lin- e EMT-- I an Paramedic Response ve-hicles. Funding has been ob-tained through grants and donations to help local EMS Providers and other organi-zations or groups with the one-tim- e purchaseupgrade of a 12-lea- d ECG monitordefi-brillato- r. Pleasant Grove EMS will purchase two new units by a combination of donated hos-pital monies and a Utah State EMS Grant. Both of these approved resolutions take effect imme-diately. Officers responded on a suspicious person and found that the individual had several warrants. The suspect was arrested and booked into the county jail. While at the jail, deputies found the sus-pect was in possession of Methamphetamine. On November 2 offi-cers were called on a re-port of a theft involving copper wire being taken from a business. No sus-pect or investigative leads at this time. Police were dis-patched to a possible DUI. Officers arrived on scene and were unable to locate the suspect vehicle. No further actions taken. On November 3 police took the report of a ve-hicle that had been dam-aged. It's paint had been scratched by a sharp metal object. Officer photo-graphed the damage and obtained information by phone to make this report due to the reporting party. The victim left prior to the officers' arrival. No suspect information was given and the vehicle had On October 25 police re-sponded to a report of a theft involving a license plate. There are no witnesses or investigative leads at this time. The plate was entered NCIC. No further informa-tion. Police responded to 468 West Industrial Dr. in Pleas-ant Grove on a theft detail. On October 26 an of-ficer responded on two sus-pects stealing metal from the complainant's property. The suspects never left the prop-erty, but were cited for Tres-passing. An officer was dis-patched to a theft of a gen-erator. The officer contacted the complainant by phone and received a description of the generator and informa-tion of a possible suspect. This case will be forwarded to detectives for further in-vestigation. Police were called on a report of a male who stole from a business and was arrested for a Retail Theft charge., a drug charge, and for various warrants. The male was transported and thing about this incident. A report was filed for informa-tion purposes only. On October 29 an officer was dispatched on a report of a theft of a trailer hitch. The officer found the report was delayed and property was taken. Police responded to a local condo complex on re-ports of a male individual acting out of control. Upon arrival the male was taken into custody and transported to the police department. He was later transported to Wasatch Mental Health and involuntarily turned over to their custody. No further ac-tion was taken. On October 30 an officer responded to a local storage warehouse on reports of se-vere delayed vandalism in the building and several an-tique vehicles stored inside. Several juveniles were ob-served fleeing the area, how-ever, three of them were con-tacted and determine 1 not to be responsible. A detective was contacted to respond to the scene and process sever-al items of evidence. At this booked into the Utah County Jail. No further information. On October 27 officers were dispatched to a theft of medication. Police contact-ed the complainant by phone and received description of the medication. This case will be forwarded to detec-tives for further investiga-tion. Police responded to a local office on reports of a rock being thrown through one of the windows in the building. No suspect infor-mation is available. No fur-ther action was taken. Police were dispatched to a local business on reports of a delayed theft of copper wire. Very limited suspect time no suspect information is available. Photographs were taken and have been added to the report. No fur-ther action was taken. Officers were dispatched to a theft of checks. A report was taken. The suspect was arrested by citation. An officer responded to the area of Harts for a report of a possible DUI called in by an off duty Highway Pa-trolman on scene. The of-ficer stopped the vehicle at 250 South 100 West and had the driver perform some field sobriety tests. The driver was not impaired and was released. No further ac-tions taken. Police responded to a re- - been moved prior to the officers' arrival so there was no evidence. Police took a report of a cellular phone theft. The victim had a possible suspect. This case is be-ing referred to investiga-tions. Officers stopped a driver for suspicion of DUI. One female was ar-rested for DUI and a male was cited for Possession of Drug Paraphernalia. The officer checked the area and the suspect's vehicle was not there. The officer waited for about 20 minutes and the suspect did not leave. The officer passed on the infor-mation to Graveyards. On October 28 officers responded to a report of criminal mischief that oc-curred where a tire was re-ported intentionally ruined. There was a suspect named, however, there was no evi-dence of his involvement and he denied knowing any- - i port of a possible DUI driv-er. Upon arrival in the area the vehicle was unable to be located. An officer stopped a ve-hicle at about Granite Way and Pleasant Grove Blvd for a possible DUI. As a re-sult, the officer arrested the driver for DUI and arrested the passenger for alcohol of-fenses. On October 31 an offi-cer was dispatched to a theft. The officer found a theft oc-curred some time in the past week. There are no suspects in this case. On November 1 offi-cers were called on a ve-hicle burglary. There was theft of one item. An officer spoke with an individual about a jppLicEgi MQ , J One male was arrested and charged with several traffic violations as well as theft and referred to American Fork District Court. The owner of the property was located and contacted and his property re-turned. A female suspect stole a pair of sunglasses from a gas station. She was later located and cited. The glasses were recovered and returned to the store. A truck was stolen from business by what appears to be a male and female. On November 2 officers were dispatched to a vehicle burglary incident. Officers found a vehicle burglary inci-dent involving criminal mis-chief had occurred. Officers collected some information, photographed some damages and evidence. The officers advised a detective. On November 3 an officer conducted a DRE evaluation on a female arrested for DUI Drugs. At the conclusion of the evaluation this officer concluded the female driver was under the direct influence of a CNS Depressant and was not safe to operate a vehicle. One male was arrested for arranging the distribution of a Controlled Substance, Rx Mislabeling and Possession of a Schedule for Drugs in a Drug-Fre- e Zone. On October 29 a retail theft detail resulted in one adult fe-male being arrested for Retail Theft and Criminal Trespassing. On October 30 police respond-ed on a report of a possible DUI north bound on State. Police were unable to locate the vehi-cle. Officers had Pleasant Grove Police Department advised of the vehicle they stopped. It was found not to be a DUI. No fur-ther action was taken. An officer responded to Walmart on a female in custody for shoplifting. One female was cited and released for Retail Theft. On October 31 a driver was arrested for DUI after running off the road and damaging her car. The driver was later re-leased from the police station on citation. The vehicle was towed by JDK. A DRE evaluation was conducted and blood and urine were collected as evidence. On November 2 an officer made contact with the report-ing party regarding a delayed attempted burglary of his busi-ness. Nothing was taken from the business. There is no suspect information. On Monday, November 1 , an officer was dispatched to a de-layed criminal mischief incident. The officer found a criminal mis-chief involving a paint ball being shot against the front window of a residence occurred. The of-ficer found no property damage beyond the mess and there was no suspect information or evi-dence at all to be collected. While investigating a theft report, an officer made contact with the female suspect. The female gave false personal in-formation and was found to be in possession of drug parapher-nalia. The female was later re-leased on citation. An officer initiated a traffic stop on a vehicle for expired reg-istration. The officer met with the driver and passenger who were extremely nervous in re-gards to the stop. The driver was found to have a small misdemeanor warrant was well as a suspended license.
