Show lough, but right A recent, opinion of Utah Attorney General Phil L. Hanson regarding parent tuition in day care centers cen-ters for the mentally retarded children in Utah, may be tough to live with, but it is morally right- Mr. Hansen ruled that as long as clay care centers are a creature of State government and supported by taxes, parents can not be required to pay tuition for enrollees. These centers, including the New Horizons Center in Moab, charge tuition fees ranging from $10 to $50 depending on the center. In Moab, the tuition was set at $10 the lowest in the state and the decision decis-ion will probably not alter the operation here as it will in som,e paces. If our statutes and constitutional provisions require re-quire that free public education be provided able-bodied able-bodied and micntally normal children, it is only moral that, children with less forturtate physical and mental capabilities be granted the same, if not greater, aid. The fact is, day care centers in Utah are training children to take worthwhile positions in the society. They are training children to care for themselves. They are filling a need Utah turned its back on a short, ten years ago. ' I Certainly their operations are expensive. But they are necessary. |
