Show t I CONSTITUTIONAL AMENDMENT I A JOINT RESOLUTION PROPOSING PROPOSING PRO PRO- POSING TO AMEND ARTICLE ARTICLE ARTI ARTI- CLE XIII SECTION 2 OF m THE CONSTITUTION O 0 OP F T THE H E ESTATE STATE OF UTAH RELATING TO TANGIBLE PROPERTIES EXEMPT FROM TAXATION Be De it resolved by the Legislature Legislature Legislature Legis Legis- lature of the State of Utah two-thirds two of all aU members elected elected elect elect- ed to each of the two houses voting in favor faor thereof Section 1 It is proposed to amend Article XIII Section 2 of the constitution of the State of Utah to read as follows All tangible property in the state not exempt under the laws of the United States the State of Utah or under this constitution shall shaU be taxed in proportion to its value to be ascertained as provided by law The property of the state counties counties coun coun- ties cities towns school districts districts districts dis dis- dis- dis municipal corporations and public libraries lots with the buildings thereon used exclusively exclusively ex ex- ex for either religious worship or charitable purposes and places of burial not held or used for private or corporate benefit shall be exempt from taxation Water rights itches ditches canals reservoirs power plants pumping plants transmission lines pipes and flumes owned and used by individuals or lr corporations corporations corporations cor cor- for irrigating lands within the state owned by such individuals or corporations or orthe orthe orthe the individual members thereof shall not be separately taxed as long as they shall shaU be owned and used exclusively for such pur pur- poses Power plants power transmission lines and other property used for generating delivering electrical power a portion of which is used for furnishing power for pumping I I water for irrigation purposes on lands in the State of Utah may maybe maybe be exempted from taxation to the extent that such property is used for such purposes These exemptions shall accrue to the benefit of the users of wat water r so BO pumped under such regulations regulations regula regula- as the legislature may prescribe The taxes tax of the indigent indigent indigent indi indi- gent poor may be remitted or abated at such times am and in such manner as may be provided by law The legislature may provide pro provide vide for the cx from taxation of hom homra I hot and personal property not to exceed 2000 in value for homes and homesteads and all household furnishings furniture and equipment used exclusively by the owner thereof at his place ace of abode in maintaining a home for himself and family Property not to exceed 3 in value owned by disabled disabled persons who served in any war warin warin in the military service of the United States or of the State of Utah and by bf the unmarried widows and minor orphans s of such disabled persons or of persons persons per per- sons who while serving in the military service of the United States or the State of Utah were killed in action or died as asa asa asa a result of such service may be exempted as aa the legislature may provide The legislature shall provide by law for an annual tax tn sufficient sufficient with other sources of revenue to defray the estimated ordinary expenses of the State for each fiscal year For the purpose of paying the state debt if any there be the legislature leis legis lature shall provide for levying a tax annually sufficient to pay the annual interest and to pay the principal of such debt within within with with- in twenty years from the final passage of the law creating the debt in 2 The secretary of state is directed to submit this proposed amendment to the electors electors electors elec elec- tors of the State of Utah in the next general election in the manner provided by law Section 3 If adopted by the electors of this state this amendment shall take effect the first day of January 1961 I LAMONT F.
