F Bennett Bennitt The other evening I was chatting chat chat- ting tang with Senator McClellan bout about the labor Jabor reform bill which had just passed the Senate I felt that he having presided over 26 months of hearings on labor racketeering certainly should know better than anyone else how good or how bad the t final bill was He lie made no attempt to conceal con cone teal ceal his disappointment with the compromise bill which goes only only only on on- ly part way toward correcting the abuses his committee uncovered un un- covered He lie Indicated that he now feels little tittle can be accomplished accomplished by prolonging the hearings hearings hear hear- ings of his Rackets Committee because it the disclosures up to this point haven't been enough to arouse Congress and the public pub pub- tic lie theres there's not much chance that further revelations along the same lines lines wil wil Ida Ido any good I II I was sorry to learn of this decision but I can understand his viewpoint It Is obvious that with the passage of this bill bUl the heat will be off art the labor bosses and there Is little tittle chance of arousing public support f for r any other major change in labor law taw for the next two to five years With the present makeup makeup make make- up of Congress theres there's not much chance of getting a stronger bill t through rough in the foreseeable future anyway regardless of public demand Too many In Incumbent incumbent incumbent in- in senators and congressmen congressmen congress congress- men owe their election to t the c support of the labor bosses Actually the labor bill as It passed the Senate will correct some abuses and because of 01 the amendments adopted on the floor It ft Is much more effective than last years year's Kennedy Kennedy-IveS bill 1 I voted for all nil the McClel- McClel McClellan Ian lan and Goldwater Coldwater amendments designed to strengthen the bill and against all amendments which were Intended to tu weaken it My greatest with the Senate action was the failure to Include effective provIsions provisions provisions pro pro- visions against blackmail picketing picket ing which Senator has described as one of the vilest practices going on on In this co country and secondary boy boy- cots which are arc used by somo unions to harass and picket the tM suppliers of ot an er to forge force for e him to sign up his employees into a union against their will On the other side of the ledger ledger ledger led led- ger heres here's what the bill does accomplish It gives the Union member some measure measure of protection against union officials It prevents pre pro vents s convicts from holding union union unton un un- ion ton office within five y years ars after serving a prison term it gives union members the right to sue officers if the Ute latter interfere with certain rights of members members' It requires public reporting of union financial operations It sets up controls on management labor-management middlemen It forbids hot cargo contracts It prohibits 9 shakedown picketing it provides provides provides pro pro- vides penalties of up to or and a year in prison for violation violation violation vio vio- lation of voting trusteeship or election provisions and more for or certain other violations The bill gives the working man i isome some measure of protection against union bosses boues b but t omit omits some of ot the most badly needed protections for or the g general pub lie and employers I Its tS weaknesses I X V voted vote vot t. t ed cd for the tabor labor bill biU on final paS paso c because its it's the best W we can get through the Senate at this time Ume and it does correct some gome of the abuses which are so flagrant Its fate now rests with the House louse of Representatives which killed last years year's labor tabor reform effort I 1 hope the House will wilt recognize the inadequacies of the bill and wilt will add provisions provi lions Ions to make it a 11 more effective weapon with which to fight fiRM the Corruption and ami the disregard for human rights which have char characterized the activities of tome some labor leaders in recent nt years |
