Upon receipt of satisfactory Information information In in- formation concerning the proposed proposed pro prod I posed use of the materi materials abroad the Commission will issue licenses licens licens- es authorizing the export of uranium uranium ura ura- for amounts required by countries having comprehensive agreement for cooperation which p pro provide r o v i Ide d e sui suitable table assurances against diversion to military use or with whom the United States has made other suitable agreements agreements agree agree- ments which are now In effect with 12 countries planning nuclear nuclear nuclear nu nu- nu- nu clear power programs These countries are Australia Belgium Canada Federal Republic of Germany Germany Germany Ger Ger- many France Italy Netherlands i Norway Spain Switzerland Union Union Union Un Un- ion of South Africa and the United United Un Un- Kingdom The existence of such governmental governmental governmental govern govern- mental agreement is not necessary necessary necessary sary however with respect to the issuance of export licenses authorizing cumulative shipments shipments shipments ship ship- ments of up to kilograms approximately pounds of contained normal uranium to a single foreign consignee providing provid provid- providing ing that no one country received from the U.
